Texas S.B. 1196

Restraint and Time Out

Requires the commissioner to adopt procedures for the use of restraint and time-out by a school district employee or volunteer or an independent contractor of a district in the case of a student receiving special education services. Prohibits putting students in seclusion (a locked box, locked closet, or other specially designed locked space as either a discipline management practice or a behavior management technique).
