Prohibits bullying on school grounds or at a school- sponsored or related activity, a school bus, or through the use of a electronic device whether the device is school-owned or not that infringes on the rights of the victim or disrupts the education process or orderly operation of a school. Requires the development of a anti-bullying plan. Authorizes anti-discrimination or harassment policies. Requires related professional development. Declares the fourth Wednesday in January as No Name Calling Day.
