Bullying in the Public School System

Defines "cyberbullying." Explicitly prohibits cyberbullying of any student or employee. Extends prohibition of bullying to include bullying (1) within the scope of a public K-12 educational institution (i.e., using computer located on school property or at school-sponsored program or activity, regardless of ownership, or (2) through computer or data accessed at a nonschool-related location or through technology not owned by district or school. Clarifies these provisions do not require a school to staff or monitor any nonschool-related activity, function, or program. Requires that computers without web-filtering technology be used when cyberbullying complaints are investigated.
