Modifies the School Bullying Prevention Act

Modifies the School Bullying Prevention Act. Defines "bullying" as any pattern of harassment, intimidation, threatening behavior, physical acts, verbal or electronic communication directed toward a student or group of students that results in or is reasonably perceived as being done with the intent to cause negative educational or physical results for the targeted individual or group and is communicated in such a way as to disrupt or interfere with the school's educational mission or the education of any student. Adds video or mobile in definition of "electronic communication." Specifies what local board policies must address. Requires a procedure for reporting bullying to a school official and includes a provision that permits a person to report an act anonymously. Requires immediate reporting by school employees under certain circumstances. Specifies how the policy is to be publicized. Provides for timely notification to parents. Requires that the policy Identify the job title of the school official responsible for enforcing the policy. Requires annual training for administrators and school employees. Requires local policies to addresses prevention by providing certain actions. Requires Safe School Committee to include enrolled students and spells out scope. Requires the state department to develop a model policy and deliver training materials to all districts.
