Gender Expression and Gender Identity

Creates definition of "gender expression" in the Education Code. Adds that a public education is to be offered to all, regardless of gender identity and gender expression; prohibits discrimination in public schools and charter schools based on gender identity or gender expression in any program or activity conducted by an educational institution that receives, or benefits from, state financial assistance or enrolls pupils who
receive state student financial aid. Adds that gender identity and gender expression includes a perception that the person has any of those characteristics or that the person is associated with a person who has, or is perceived to have, any of those characteristics. Adds gender identity and gender expression to characteristics that supplemental resources to combat bias should be available in the public schools.
