Parent Seminar on Youth Protection

Directs a district to offer a parent seminar each year, using either a locally-developed curriculum or a curriculum developed by the state board, that includes information on substance abuse; bullying; mental health, depression, and suicide awareness; and Internet safety, including pornography addiction. Permits a local board to opt out of the seminar requirement if it determines the topics are not of significant interest or value to families in the district; requires a district opting out to notify the state board, providing reasons for opting out. Directs the state board to report by November 2013 to the interim education committee on progress of implementation of the parent seminar, including if a local school board has opted out of providing the parent seminar, and reasons for district's opt-out. Directs the state board to report by November 2014 on the progress of implementation of the parent seminar, estimated seminar attendance in each district, a recommendation of whether to continue the parent seminar program, and reasons why any districts have opted out. http://le.utah.gov/~2013/bills/hbillenr/HB0298.pdf
