Beginning 2001, annual contributions up to $2,000 to a qualified account can be subtracted from Oregon taxable income. Under Internal Revenue Code section 529, realization of earnings accruing to a qualified state tuition account is generally deferred until withdrawal by the beneficiary. This treatment also passes through to Oregon taxable income. HB 3080A takes the additional step of making earnings on qualified withdrawals effectively exempt from Oregon income tax.
