The Commission of the Future of Higher Education was created by Executive Order 03-07 on March 17, 2003, with a final report due by January 1, 2004. The purpose of the Commission on the Future of Higher Education shall be to develop plans to strengthen and improve postsecondary education in Missouri. The commission's objectives will include, but are not limited to: identifying ways to increase the number of Missourians prepared to pursue training and education after high school, including technical, community college, and college or university education; increasing the number of high school students who enroll in and complete such programs; enhancing the affordability of postsecondary education for students from families at all income levels; and increasing the civic and economic benefits of advanced education for individuals, their families, communities, and the state of Missouri.

Determine whether it is feasible to reallocate existing resources within institutions to meet the critical needs of the state that are not currently being met; 4. VAVetoed 05/2003Postsec.Beginning July 1, 2003, provides for the Joint Rules Committee to appoint five of the 11 members of the State Council of Higher Education, and for the Governor to appoint six members. Initial appointments to be made by the Governor and the Joint Rules Committee under the bill are as follows: (i) for the two appointments expiring on June 30, 2003, the Governor shall appoint one member and the Joint Rules Committee shall appoint one member; (ii) for the three appointments expiring June 30, 2004, the Governor shall appoint two members and the Joint Rules Committee shall appoint one member; and (iii) for the three appointments expiring June 30, 2005, the Joint Rules Committee shall appoint three members. Three members shall be appointed by the Governor in 2006. Appointments made by the Joint Rules Committee shall be from a list or lists of persons recommended by the Senate Committees on Finance and Education and Health, and the House Committees on Appropriations and Education. WASigned into law 05/2003Postsec.Directs the board to develop a statewide strategic master plan for higher education that proposes a vision and identifies goals
and priorities for the system of higher education in Washington state. The board shall also specify strategies for maintaining and
expanding access, affordability, quality, efficiency, and accountability among the various institutions of higher education. Provides that, in developing the statewide strategic plan, the board shall collaborate with the four-year institutions of higher education, the community and technical college system, and, when appropriate, the work force training and education coordinating board, the superintendent of public instruction, and the independent higher education institutions. The board shall also seek input from students, community and business leaders in the state, members of the legislature, and the governor. Provides that as a foundation for the statewide strategic plan, the board shall develop and establish role and mission statements for each of the four-year institutions of higher education and the community and technical college system. The board shall determine whether certain major lines of study or types of degrees, including applied degrees or research-oriented degrees, shall be assigned uniquely to some institutions or institutional sectors in order to create centers of excellence that focus resources and expertise. Establishes a legislative work group to review options pertaining to the higher education coordinating board.

At the beginning of each fiscal year in which the commission determines that the balance of the fund is sufficient to make awards, the commission must define or reaffirm no more than four critical issues to be addressed through awards from the fund. Issues to be addressed may include: (1) expanding instructional programs to meet critical statewide work force and professional training needs; (2) enhancing instructional programs that provide employment
opportunity for New Mexico students in a global economy; and (3) developing mission-specific instructional programs that build on existing institutional academic strengths. Grants are to be made based on competitive proposals submitted by postsecondary educational institutions.

Adds provisions relating to increased tuition fees for excess credits taken at institutions of higher education. Requires each four-year institution of higher education and the state board for community and technical colleges to develop policies that ensure undergraduate students enrolled in degree or certificate programs complete their programs in a timely manner in order to make the most efficient use of instructional resources and provide capacity within the institution for additional students. Declares that policies adopted under this act shall address, but not be limited to, undergraduate students in the following circumstances: (1) Students who accumulate more than one hundred twenty-five percent of the number of credits required to complete their respective baccalaureate or associate degree or certificate programs; (2) Students who drop more than twenty-five percent of their course load before the grading period for the quarter or semester, which prevents efficient use of instructional resources; and (3) Students who remain on academic probation for more than one quarter or semester. Provides that policies adopted under this act may include assessment by the institution of a surcharge in addition to regular tuition and fees to be paid by a student for continued enrollment. Requires each public four-year institution of higher education and the state board for community and technical colleges to report to the higher education coordinating board by January 30, 2004, on the policies developed under this act.
