Community College
The Commission of the Future of Higher Education was created by Executive Order 03-07 on March 17, 2003, with a final report due by January 1, 2004. The purpose of the Commission on the Future of Higher Education shall be to develop plans to strengthen and improve postsecondary education in Missouri. The commission's objectives will include, but are not limited to: identifying ways to increase the number of Missourians prepared to pursue training and education after high school, including technical, community college, and college or university education; increasing the number of high school students who enroll in and complete such programs; enhancing the affordability of postsecondary education for students from families at all income levels; and increasing the civic and economic benefits of advanced education for individuals, their families, communities, and the state of Missouri.

Under this bill, a student in grades 6 to 12 or at a University of Wisconsin (UW) System school, in–state technical college, or in–state, private, accredited, nonprofit college or university is eligible for a $25 tuition voucher if he or she sounds "Taps" on a bugle, trumpet, or cornet at a military honors funeral held in this state for a deceased veteran. The bill requires the Board of Regents of the UW System or the Technical College Board to grant a student a $25 remission of tuition or academic fees for each valid voucher that is issued to the student. Makes students in grades 6 through 12 who sound Taps at military honors funerals eligible for a $25 tuition voucher. Adds gifted curriculum and Advanced Placement courses to "honors curriculum courses," of which the applying student must have completed ten or more to be eligible for an award. Changes from 2003-04 to 2006-07 the first academic year in which no student is to receive an initial award in the academic year or thereafter. LASigned into law 07/2003Postsec.Changes minimum ACT score for eligibility for the Tuition Opportunity Program for Students (TOPS) scholarship from 19 to 20. Statute already specified that if student loses scholarship eligibility, the period of ineligibility may not continue for more than two years. New language specifies that participating student whose college studies are interrupted by student's active duty service in the United States Armed Forces will have this two-year period extended for a length of time equal to the student's active duty service, not to exceed four years. For a TOPS-Tech award, the period of ineligibility already was not to continue for more than one year. New language specifies that if this one-year period is interrupted by a student's active duty service in the United States Armed Forces, the one-year period must be extended for a length of time equal to the student's active duty service, not to exceed four years. Requires the administering agency, beginning with the 2003-04 school year, to set guidelines to allow consideration of any ACT or SAT score first obtained on an authorized testing date after the national April ACT testing date in the year of the applicant's high school graduation but before July 1 of that same year.

Adds that anyone who meets each of the following requirements may be considered a Louisiana resident for purposes of TOPS scholarship eligibility: 1) Graduated during the 2001-02 school year or thereafter from a state board-approved Louisiana public or nonpublic high school; 2) Continuously enrolled in and attended such a school from at least the start of the student's junior year of high school through high school graduation, as certified by the school principal or his or her designee; 3) Student has a parent or court-ordered custodian who is a resident of a state adjoining Louisiana and who resides in a municipality having geographic boundaries that include a portion of the state of Louisiana; 4) Parent or custodian has filed a Louisiana state income tax return and has complied with state income tax laws or is assessed ad valorem taxes on property owned in Louisiana.

Deletes language that student who chooses to receive the TOPS Tech Award and enrolls in a Louisiana public postsecondary institution cannot change to standard TOPS scholarship. Adds that student is eligible to receive a TOPS-Tech Award scholarship if he or she graduated during the 2002-03 school year or thereafter from an out-of-state high school accredited by a regional accrediting organization recognized by the U.S. Department of Education and that meets the standards adopted by the Louisiana state board of education for approval of nonpublic schools in Louisiana. Deletes language requiring TOPS Tech Award-eligible student to have lived in Louisiana or have a parent or legal guardian who has lived in Louisiana for 24 months prior to the date the student's initial application is received. Replaces with requirement that eligible student meet residency requirements for standard TOPS scholarship.

TXSigned into law 06/2003Postsec.Authorizes no-interest loans for eligible students to enable those students to attend all public and private or independent institutions of higher education in this state. To be eligible initially for a Texas B-On-time loan, a person must: (1) be a resident of the state; (2) meet one of the following academic requirements: (A) be a graduate of a public or accredited private high school in this state who graduated not earlier than the 2002-2003 school year under the recommended or advanced high school program; or (B) have received an associate degree from an eligible institution not earlier than May 1, 2005; (3) be enrolled for a full course load for an undergraduate student, as determined by the coordinating board, in an undergraduate degree or certificate program at an eligible institution; (4) be eligible for federal financial aid, except that a person is not required to meet any financial need requirement applicable to a particular federal financial aid program; and (5) comply with any additional nonacademic requirement adopted by the coordinating board. Currently, the TEXAS Grant program determines eligibility based on a student's final high school transcript. However, most students have already determined where and how to go to college by the time they actually graduate from high school, thereby missing the opportunity to make a fully informed decision about where to go to college in the event the student earns or could earn a TEXAS Grant. A high school student who graduates within 36 month or less is eligible to receive a grant of $1,000 toward tuition at any Texas public private or private institution of higher education that will match the award. The program is funded entirely by the savings generated by students who graduate early from the public school system. Approximately 4,000 early graduates per year, out of an estimated 215,000 total graduates, take advantage of this program. H.B. 1882 amends the Education Code to change the rules of eligibility for the Early High School Graduation Scholarship and offer more financial assistance to eligible students. Under the Early High School Graduation Scholarship program, an eligible student is entitled to a state credit to pay tuition and mandatory fees at a public or private institution of higher education in this state in the following amounts: (1) $2,000 if the person successfully completed the recommended or advanced high school program and graduated from high school in 36 consecutive months or less and an additional $1,000 if the person graduated with at least 15 hours of college credit; (2) $500 if the person successfully completed the recommended or advanced high school program and graduated from high school in more than 36 consecutive months but not more than 41 consecutive months and an additional $1,000 if the person graduated with at least 30 hours of college credit; or (3) $1,000 if the person successfully completed the recommended or advanced high school program and graduated from high school in more than 41 consecutive months but not more than 45 consecutive months with at least 30 hours of college credit.

Provides educational aid to a convict exonerated of a crime by postconviction DNA testing. Specifies that "aid" under this section must include expenses for tuition, fees, books, board, and room at any Montana community college, including any accredited tribally controlled
community college, or unit of the Montana university system. Adds that "aid" also means any assistance in meeting any admission standards or criteria required at any of the institutions listed, including assistance in satisfying requirements for a GED and assistance in completing any adult education program or courses. Requires an adult education fund to be reimbursed by the state for any costs of completing an adult education program or courses under this section. Allows convict exonerated through postconviction DNA testing to be eligible for 10 years after release from prison, and requires aid to continue for up to 5 years within the 10-year period or until the degree is completed, whichever is less. Allows board of regents to waive tuition and fees for a convict exonerated of a crime by postconviction DNA testing.

Expands applicability requirements of Critical Needs Teacher Scholarship Program from those intending to teach in geographical areas of the state with critical teacher shortages to include those, regardless of geographical area, who intend to teach a subject area in which a shortage of teachers exists. Eliminates from eligibility those enrolled in teacher eductation program at an accredited, nonprofit community or junior college. Reduces from four to two the number of years one had to receive an annual award in order to be obligated to render one year's service as a licensed teacher. Eliminates opportunity to fulfill service obligation as a nontraditional teacher intern.

Any student who, prior to July 1, 2003, has been accepted into the Critical Needs Teacher Scholarship Program under the authority of Section 37-159-3(4) shall be allowed to begin or remain in the scholar loan program, and conversion for those students with fewer than four (4) annual awards shall be based on one (1) year of service in either (a) a geographic area of the state in which there exists a critical shortage of teachers as determined by the State Board of Education, or (b) a subject area of the curriculum in the public schools in which there exists a critical shortage of teachers as determined by the State Board of Education, for each year a loan was received by the student.  For those students that receive the equivalent of four (4) annual awards, such students shall render three (3) years of service.
