| TX | Signed into law 06/2003 | Postsec. | The current system used to set tuition in Texas mandates the same basic rate across the state. With tuition flexibility, universities could use
flexible rates to achieve strategic goals such as improving graduation rates, more efficient use of facilities, and improving academic programs.
C.S.H.B. 3015 establishes the structure to implement a flexible pricing plan, to measure the performance of each institution of higher education. This bill also establishes a committee of the Senate Committee on Education and the House Committee on Higher Education to jointly conduct a study of alternative methods by which rates for tuition and fees at public institutions of higher education may be set up by the legislature and by the governing boards of those institutions and the impact of those alternatives on certain areas related to higher education.

| TX | Signed into law 05/2003 | Postsec. | Under current law, the tuition rebate program permits a college student to apply for a $1,000 rebate of his or her college tuition upon graduation if undergraduate course requirements have been completed "efficiently," which in some cases means the student has taken as few classes as possible. Furthermore, the number of rebates awarded appears to be low compared to graduation rates at Texas' public colleges and universities. HB 1890 exempts up to nine hours of advanced placement classes from the total of "hours attempted." This bill makes the rebate available to more students while furthering the program's goal of efficiency by easing these requirements in the area of advanced placement credit. | WA | Signed into law 04/2003 | Postsec. | Requiring policies regarding the efficient use of instructional resources. Adds provisions relating to increased tuition fees for excess credits taken at institutions of higher education. Requires each four-year institution of higher education and the state board for community and technical colleges to develop policies that ensure undergraduate students enrolled in degree or certificate programs complete their programs in a timely manner in order to make the most efficient use of instructional resources and provide capacity within the institution for additional students. Declares that policies adopted under this act shall address, but not be limited to, undergraduate students in the following circumstances: (1) Students who accumulate more than one hundred twenty-five percent of the number of credits required to complete their respective baccalaureate or associate degree or certificate programs; (2) Students who drop more than twenty-five percent of their course load before the grading period for the quarter or semester, which prevents efficient use of instructional resources; and (3) Students who remain on academic probation for more than one quarter or semester. Provides that policies adopted under this act may include assessment by the institution of a surcharge in addition to regular tuition and fees to be paid by a student for continued enrollment. Requires each public four-year institution of higher education and the state board for community and technical colleges to report to the higher education coordinating board by January 30, 2004, on the policies developed under this act. Directs the higher education coordinating board to summarize the reports from the institutions and the state board and make a report to the higher education committees of the legislature by March 1, 2004. http://www.leg.wa.gov/pub/billinfo/2003-04/Senate/5125-5149/5135-s2_pl.pdf

| WA | Signed into law 04/2003 | Postsec. | Finds that, as a partner in financing public higher education with students and parents who pay tuition and fees, periodic increases in state funding, state financial aid, and tuition must be authorized to provide high quality higher education for the citizens of Washington. It is the intent of the legislature to address higher education through a cooperative bipartisan effort that includes the legislative and executive branches of government, parents, students, educators, as well as business, labor, and community leaders. Recognizes the importance of keeping the public commitment to public higher education and will continue searching for policies that halt the trend for the growth in tuition revenue to outpace the revenue provided by the state. Finds that the six-year time limitation authorizing the governing boards to establish tuition rates for all students other than undergraduate resident students will give the legislature, the governor, and the higher education institutions an opportunity to determine whether this policy achieves the goal of maintaining quality and access for all who are eligible for and can benefit
from a higher education. Using data from six years of this tuition policy, the state will be able to identify options for long-term funding of higher education including not only tuition but general fund and financial aid sources. http://www.leg.wa.gov/pub/billinfo/2003-04/Senate/5425-5449/5448-s_pl.pdf

Adds (e) Any person who has completed the full senior year of high school and obtained a high school diploma, both at a Washington public high school or private high school approved under chapter 28A.195 RCW, or a person who has received the equivalent of a diploma; who has lived in Washington for at least three years immediately prior to receiving the diploma or its equivalent; who has continuously lived in the state of Washington after receiving the diploma or its equivalent and until such time as the individual is admitted to an institution of higher education under subsection (1) of this section; and who provides to the institution an affidavit indicating that the individual will file an application to become a permanent resident at the earliest opportunity the individual is eligible to do so and a willingness to engage in any other activities necessary to acquire citizenship, including but not limited to citizenship or civics review courses. | OK | Signed into law 03/2003 | Postsec. | Grants state colleges and universities considerably greater latitude in setting students' tuition and fees than had been previously allowed. The
expanded authority is paired with rigorous requirements for reporting the effects and for increased attentiveness to student financial needs.
Undergraduate Tuition and Mandatory Fees The revised limits for tuition and fees are set as the combined average of resident tuition and fees for residents and 105 percent of the combined average on nonresident tuition and fees for state-supported institutions in the following groups: OU and OSU - the institutions in the Big Twelve Conference; four-year and two-year institutions - liketype institutions in states determined by the State Regents, to include the states adjacent OneNet. The limit for resident and nonresident is set as the combined average of such tuition and fees for like-type graduate and professional courses and programs of comparable quality and standing at state-supported institutions of higher education as determined by the State Regents. Mandatory fees are defined as those fees incurred as a condition of enrollment. The limit for academic service fees, which are specific course or service fees, is set as actual cost.
