ILAmendatory veto by Governor - Bill Dead 11/2003P-12Amends the School Code. Requires the State Board of Education to implement and administer a student achievement improvement grant program to provide 2- year grants to school districts on the academic watch list and other school districts that have the lowest achieving students. Requires a school district to establish an accountability program in order to receive a grant. CASigned into law 09/2003P-12Amends the Immediate Intervention/Underperforming Schools Program (IIUSP) to specify timelines for entering into a contract with a school assistance and intervention team and for adopting the team's recommendations. Specifies per pupil allocation of funds and support for teams from NCLB funds or from state funds appropriated for IIUSP program. CASigned into law 07/2003P-12Encourages the governing board of a school district to discuss Standardized Testing and Reporting (STAR) test scores and to analyze the results of those assessments. Authorizes the governing board of a school district with a school not meeting a certain specified standard to conduct an assessment and adopt an improved performance plan.

Requires the state board to establish a clear concise system of reporting the academic performance of each school on the state mandated criterion reference exam which conforms with the requirements of the No Child Left Behind Act of 2001.
