Community College
Establishes the California Postsecondary Education Commission (CPEC) for the collection of data pertinent to the planning and coordination of the higher education system of the state. Adds the California Postsecondary Education Accountability Act (CPSEA) of 2004 to the Donahoe Higher Education Act. Establishes a statewide CPSEA structure that would annually provide an assessment of the progress made by the state's system of postsecondary education in meeting the educational needs of California. Establishes statewide reporting system and requires annual reports. Requires the Postsecondary Education Commission to administer the postsecondary education accountability structure.

Existing law establishes a higher education accountability program under which the University of California, the California State University, and the California Community Colleges are required to prepare a list of reports on a regular basis to the Legislature and to state agencies. Under the program, commencing on November 15, 1994, and each November 15 thereafter, the CPEC is required to submit a higher education report to the Legislature and the Governor that provides information on significant indicators of the performance of the public colleges and universities.

Establishes a program to ensure that community college students who wish to earn baccalaureate degrees at a campus of the California State University are able to do so. Requires the Chancellor to establish admissions requirements for community college transfer students. Requires the Chancellor of the California State University, in consultation with specified others, to specify for each high-demand baccalaureate program major a systemwide lower division transfer curriculum. Requires each campus of the California State University, as allowed by enrollment demand and available space, to develop a transfer admission agreement with each student who intends to meet the requirements of the bill. Requires this transfer admission agreement to guarantee admission to the campus and major identified in that agreement and the transfer of 60 semester units, or the quarter-unit equivalent, creditable to the baccalaureate degree, subject to the student's meeting of specified criteria. Defines nationally accredited institution to mean an institution that provides a degree, diploma or certificate and that is accredited by a recognized national institutional accrediting body. Recasts and revises the standards of approval of a non-WASC regionally accredited institution to issue degrees, diplomas or certificates and financial responsibility requirements. Defines ''recognized national institutional accrediting body'' to mean an institutional accrediting agency that is recognized by the United States Department of Education pursuant to a specified provision of federal law as a reliable authority as to the quality of education and training offered by postsecondary educational institutions, and the scope of the recognition of which is not limited to a specific region of the United States. Also specifies 5 bodies to which this definition is limited. Community College
The governor created the Governor's Commission on Higher Education Board Members. The Commission shall develop and implement a process for evaluating potential appointees to higher education governing boards based on substantive qualifications such as merit and experience.
