Relates to existing law which authorizes a principal to recommend a high school pupil for community college summer session attendance, if that pupil demonstrates adequate preparation in the discipline to be studies and has exhausted all opportunities to enroll in an equivalent course at his or her school. Deletes provision that principal can recommend no more than 5% of the total number of pupils in the school who have completed that grade immediately prior to the time of recommendation. Deletes the requirement a principal may only recommend a pupil for community college summer attendance who demonstrates certain preparation and has exhausted all opportunities at his or her school of attendance. Community College
Establishes the California Postsecondary Education Commission (CPEC) for the collection of data pertinent to the planning and coordination of the higher education system of the state. Adds the California Postsecondary Education Accountability Act (CPSEA) of 2004 to the Donahoe Higher Education Act. Establishes a statewide CPSEA structure that would annually provide an assessment of the progress made by the state's system of postsecondary education in meeting the educational needs of California. Establishes statewide reporting system and requires annual reports. Requires the Postsecondary Education Commission to administer the postsecondary education accountability structure.

Existing law establishes a higher education accountability program under which the University of California, the California State University, and the California Community Colleges are required to prepare a list of reports on a regular basis to the Legislature and to state agencies. Under the program, commencing on November 15, 1994, and each November 15 thereafter, the CPEC is required to submit a higher education report to the Legislature and the Governor that provides information on significant indicators of the performance of the public colleges and universities.

Establishes a program to ensure that community college students who wish to earn baccalaureate degrees at a campus of the California State University are able to do so. Requires the Chancellor to establish admissions requirements for community college transfer students. Requires the Chancellor of the California State University, in consultation with specified others, to specify for each high-demand baccalaureate program major a systemwide lower division transfer curriculum. Requires each campus of the California State University, as allowed by enrollment demand and available space, to develop a transfer admission agreement with each student who intends to meet the requirements of the bill. Requires this transfer admission agreement to guarantee admission to the campus and major identified in that agreement and the transfer of 60 semester units, or the quarter-unit equivalent, creditable to the baccalaureate degree, subject to the student's meeting of specified criteria. The governor issued Executive Order No. 02-2003 on January 30, 2003, creating the Governor's Commission of Education Spending. NJSigned into law 06/2004Postsec.Establishes the New Jersey Student Tuition Assistance Reward Scholarship Program (NJ STARS) to provide scholarships for students attending New Jersey county colleges on a full-time basis in a curriculum leading to a degree. Scholarships awarded under the program will cover the cost of tuition and fees for a full-time course load. To be eligible to receive a scholarship in the first year of enrollment at a county college, a student must have graduated in the top 20% of the student's high school class. To be eligible for a scholarship award after the first year of enrollment, a student must have ranked among the top 20% of all full-time students, commencing enrollment at the county college at the same time as the student did, who remained enrolled as full-time students at the completion of the student's initial year of enrollment (i.e., the student's full-time college freshman class cohort). Other eligibility criteria provided for in the bill are (i) being a State resident, (ii) having applied for all other available forms of State and federal need-based grants and merit scholarships, exclusive of loans, (iii) being enrolled in a minimum of 12 credit hours per semester, not including any credit hours in a remedial or developmental curriculum, (iv) having graduated from high school in 2004 or later, and not earlier than the calendar year two years prior to the first calendar year of scholarship payment, and (v) maintaining continuous enrollment in a full-time course of study, except for approved leave for medical reasons or family emergency. Any additional monies available because of reduced administrative costs should be used for classroom instruction and to support colleges. Develop a master plan for the use or sale of property at the Lowry Campus except for property used by the Community College of Aurora or by the Community College of Denver. Nothing in the law should prohibit allowing a charter school to be located or cause the displacement of a charter school located at the Lowry Campus prior to the development of the master plan. Establishes the "Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004" to create one comprehensive workforce training system for the state by consolidating the Mississippi Workforce Development Advisory Council and the Workforce Investment Act Board. Composed of 37 members, the Mississippi Workforce Investment Board includes the State Superintendent of Education. One of the tasks of the board is to advise the Governor,   public schools, community/junior colleges and institutions of higher learning on effective school-to-work transition policies and programs that link students moving from high school to higher education and students moving between community colleges and four-year institutions in pursuit of academic and technical skills training. The Board will also work with industry to identify barriers that inhibit the delivery of quality workforce education and the responsiveness of educational institutions to the needs of industry.
