Community College | Urges the Trustees of California State University, the governing body of each community college district in the state and the Regents of the University of California to set up a textbook rental service for the students at each of their campuses. Textbook rental service may be established only if: (1) the recognized student body organization of the campus has voted to request the establishment of a textbook rental service; (2) the president or chancellor of the campus approves of the establishment of a textbook rental service; (3) an appropriate mechanism for shared governance, such as an academic senate, approves of the establishment of a textbook rental service; (4) any existing contracts, or other established arrangements, with entities operating campus bookstores permit, or can be changed, canceled, or renewed to accommodate, the establishment of a textbook rental service; and, in the case of a community college campus, (5) the governing board of the community college district approves the establishment of a textbook rental service at that campus. Establishes cost limitations for textbook rental services.
Authorizes the trustees and the governing boards of each participating community college district to charge a campus-based textbook rental fee or a rental fee levied on a per-book basis, authorize financing mechanisms for the program, establish systemwide or districtwide policies aimed at providing the best possible price for textbook purchases and rental services, charge students fines for late, lost, or damaged books, and establishother regulations and guidelines as deemed necessary.

If the county superintendent determines that a school does not have sufficient textbooks or instructional materials, the bill would require the county superintendent to prepare a report that identifies and documents the areas or instances of noncompliance, provide a copy of the report to the school district, forward the report to the Superintendent of Public Instruction, and provide the school district with the opportunity to remedy the deficiency. If the deficiency is not remedied, the county superintendent is required to request the State Department of Education, with approval by the State Board of Education, to purchase textbooks or instructional materials for the school. Requires that the funds necessary for the purchase be considered a loan to the school district to be repaid based upon an agreed-upon schedule with the Superintendent of Public Instruction, or by deducting an amount from the district's next principal apportionment or other apportionment of state funds.
