Require the Legislative Analyst, in collaboration with other entities, to conduct a review of the planning processes used by the University of California to prepare long range development plans for its campuses; the
methods for measuring the economic costs and benefits, including the fiscal costs and benefits to public agencies, attributable to the campuses of the University of California; and the policies adopted by other states to mitigate the local impacts of university campuses, including the identification of any models for implementation in California. Also requires the review to include recommendations as to whether

Amends various Acts relating to the governance of public universities in Illinois and amends the Public Community College Act. Requires public institutions of higher education to allow a currently enrolled student who is called to active military service to complete any unfinished courses at a later date at no additional charge, unless course credit has already been given or the student received a full refund upon withdrawing from the course (in which case the student's record shall reflect that the withdrawal is due to active military service). Provides that the student must be given priority over other students in reenrolling in the course or courses. Establishes provisions effective with the postsecondary freshmen of the fall of 2005.

States that undergraduate tuition and fees for state university resident students are established within proviso in the General Appropriations Act or law. Requires each board of trustees to set university tuition and fees for graduate, graduate professional and nonresident students, although these may not exceed the average full-time tuition and fees for corresponding programs at member schools of the Association of American Universities. Bars the annual percentage increase in tuition and fees set by each board of trustees for students enrolled prior to the fall of 2005 from exceeding the legislature's annual percentage increase for resident undergraduate students. Requires at least 20 percent of the amount raised by tuition increases to be allocated by each university to need-based financial aid for students. Allows tuition and fees for for graduate, graduate professional, or nonresident students to exceed a cap set for undergraduate resident students.

Requires an undergraduate student to pay 75% over the in-state tuition rate for any credit hours exceeding 120 percent of the number of credit hours required to complete the student's degree program. Provides that a community college student who has earned the associate degree need not pay the full cost for a maximum of 24 hours taken while enrolled at a community college which apply to the student's baccalaureate degree. Provides that an undergraduate student at a state university or in a baccalaurate program at a community college must pay the higher rate for exceeding the aforementioned credit hour limit, regardless of whether those hours were taken while enrolled at a community college, a state university or any private postsecondary institution if the student received state funds while enrolled at the private postsecondary institution.

States that credit hours earned under the following circumstances are not calculated as hours required to earn a degree:
(a) College credits earned through an accelerated mechanism identified in s. 1007.27;
(b) Credit hours earned through internship programs;
(c) Credit hours required for certification, recertification, or certificate degrees;
(d) Credit hours in courses from which a student must withdraw due to reasons of medical or personal hardship;
(e) Credit hours taken by active-duty military personnel;
(f) Credit hours required to achieve a dual major undertaken while pursuing a degree;
(g) Remedial and English as a Second Language credit hours; and
(h) Credit hours earned in military science courses (R.O.T.C).

Requires postsecondary institutions to implement a process for notifying students regarding these requirements, which notice must be provided upon the student's initial enrollment in the institution and again upon the student's having earned the credit hours required to complete the degree program in which he or she is enrolled. Requires the notice to include a recommendation that each student who intends to earn credit hours at the institution beyond those required for his or her enrolled degree program meet with his or her academic advisor.

AN ACT relating higher education; requiring the Board of Regents of the University of Nevada to ensure that students enrolled in a program for the education of teachers are instructed in the academic standards required for high school pupils; requiring access to library facilities for students enrolled at an institution within the University and Community College System of Nevada; specifying that a student at a university or state college within the System completes a full course of study for the issuance of a diploma of graduation from the System if he satisfies the requirements for graduation and a degree as set forth in the catalog of the university or state college that is in effect at the time of enrollment or at the time of graduation, whichever the student elects; revising the terms of office of members of the Board of Regents; revising provisions regarding the degrees and transferability of credits earned within the System; and providing other matters properly relating thereto. Legislative Counsel's Digest: Existing law provides for the establishment of courses of study and academic standards for the public schools in this State. (Chapter 389 of NRS) This bill requires the Board of Regents of the University of Nevada to work with the State Board of Education and the Council to Establish Academic Standards for Public Schools to ensure that students enrolled in a program for the education of teachers are provided instruction in the standards for high school pupils. Existing law sets forth the requirements for issuance of a baccalaureate degree by the Board of Regents. (NRS 396.560) This bill specifies the manner in which a student is determined to have completed a full course of study for the issuance of a diploma of graduation from the System. Existing law prescribes 6-year terms of office for the members of the Board of Regents. (NRS 396.040) This bill reduces the terms of office to years. The current members elected will continue to serve out their 6-year terms of office. This provision becomes effective only if AJR 11 of the 72nd Session of the Nevada Legislature is not passed by the 73rd Session of the Legislature. Existing law requires that all credits earned at a community college within the System be transferable to a university or state college within the System if the course catalog identifies the course by the same title and description. (NRS 396.568) This bill requires that all courses earned at a community college within the System automatically transfer to a university or state college within the System and removes the requirements regarding the course catalog. This bill also provides that a student who has been awarded an associate's degree must be enrolled as a junior if he enrolls in any institution within the System. This bill further provides that a student enrolled at any campus of the System must be granted access to library facilities available within the System and must be adequately informed of those facil

TXSigned into law 06/2005Postsec.From bill analysis: Requires the president of each general academic teaching institution to annually provide, no later than November 1 of each year, to the Texas Higher Education Coordinating Board a report describing the institution's efforts regarding timely graduation of undergraduate students. Reduces the undergraduate funding cap and allows universities to charge non-resident tuition to students who exceed the funding cap. The current funding cap is 45 semester credit hours (SCH) above the degree requirement; the new funding cap would be 30 hours.  The bill also directs the degree length to include minors, double majors, certificates, special programs, and study-abroad programs.  The bill only applies to those students who initially enroll as an undergraduate student in the Fall 2006. Requires Texas Higher education Coordinating Board (board) by rule to establish a process for reviewing and approving a degree conferred by a person described by Section 61.302(11)(B) or (C). Requires the review process to include a determination by the board whether the degree is the equivalent of a degree granted by a private postsecondary educational institution or other person in accordance with the person's accreditation by a recognized accrediting agency or with the person's certificate of authority. Authorizes the board to charge an applicant for review. Requires the board, to protect the public from private postsecondary educational institutions or other persons that confer or offer to confer fraudulent or substandard degrees and from persons that use or hold fraudulent or substandard degrees or that use or claim to hold fictitious degrees, to disseminate certain information through the board's Internet website. Community College
Establishes the Arizona partnership for nursing education demonstration project to increase the capacity of nursing education programs in the state by fostering collaboration among the state's education and health care communities and the state and federal governments. Requires the demonstration project to address the state's nursing shortage by increasing the number of nurses graduating from the state's nursing education programs with the goal of doubling the number of nursing graduates by the end of fiscal year 2009-2010 from the number graduating in fiscal year 2004-2005.

Establishes the nursing education demonstration project fund and appropriates monies to this fund. States that the fund consists of monies appropriated to the fund and monies provided by any federal agency, entity or program for nursing education and workforce expansion, and that monies in the fund are exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations. Requires monies in the nursing education demonstration project fund to be used:
1. To pay for salaries, benefits, training and related expenses and operational costs necessary to increase the number of qualified nursing
education faculty members teaching in nursing degree programs operated or overseen by the Arizona board of regents or by community college districts.
2. To pay for certain expenses only for additional nursing education faculty members based on the number of faculty members who provide this education on June 30, 2005.
3. To supplement and not supplant monies that are appropriated by the legislature for the fiscal years 2005-2006 through 2009-2010 by funding the number of nursing education faculty members who provide this education in fiscal year 2004-2005.

Requires fund monies to be distributed in a manner designed to increase the number of nurses graduating from universities and community colleges by increasing available faculty and teaching resources in a manner that provides for the efficient use of available monies and shared
resources, geographic distribution of nurses in this state and increased diversity in the nursing workforce. Allows the distribution systems to include grant programs that provide monies to universities and community colleges after submission of grant proposals.

1. Evaluate the medical education and training needs for health professions and careers throughout the state, including the medical and nursing fields.
2. Review and evaluate public and privately provided education programs in health professions and careers.
3. Review plans submitted by the Arizona commission on medical education and research.
4. Review and evaluate the funding necessary to address the medical education needs of the state.
5. Review the implications of family practice on graduate medical education in the state.
6. Study methods to retain medical practitioners trained in the state.
7. Review locations for medical training facilities that are the most economical and that provide the most benefit to the state.
8. Study the medical needs of the communities of the state as they relate to special health care districts and their coordination with existing medical training facilities.
9. Study the funding for any phase of a newly established state medical campus and identify additional funding and capital commitments from other public and private entities.
10. Study any other market or environmental factors that create barriers to the practice of medicine in Arizona.
11. Submit a report by December 1, 2005 that summarizes the joint study committee's findings and conclusions to the governor, the president of the senate and the speaker of the house of representatives. Requires the Committee to provide a copy of this report to the secretary of state and the director of the Arizona state library, archives and public records.

ARSigned into law 03/2005Postsec.Requires any university staff member assigned to provide course selection advice to incoming freshman students to provide any student who has declared a major with a written, eight semester course of study providing a recommended sequence for all course requirements for completion of most bachelor's degrees within eight semesters. Provides that a student may elect to sign this course of study or to sign a written waiver that clearly outlines the student's rights to obtain a bachelor's degree in eight semesters and verifies that the student chooses to not enter into the commitment. Provides that a student will be guaranteed a bachelor's degree at the end of the eight semesters if the student signs the recommended course sequence schedule and meets other requirements. Requires universities to offer courses in a time, sequence, and manner that will enable students to complete requirements for a degree within the time frame set out in the recommended course sequence schedule.

IDSigned into law 03/2005Postsec.Appropriates funds to postsecondary institutions and programs in the state.

"The Legislature agrees with the State Board of Education that achieving funding equity among Idaho's four year institutions of higher education is an important goal. The Legislature therefore directs the State Board of Education to complete that process within existing and future appropriations to achieve the base instructional equity and the science and technology adjustment that form the basis of funding equity."

Establishes legislative intent to determine how many credit hours per faculty member are spent in teaching, service and research. Requires the State Board of Education, in cooperation with the Division of Financial Management and the Legislative Services Office, to develop a standardized system for reporting meaningful data about faculty member workload and productivity at the state's four four-year institutions of higher education. Mandates that such reports include the number of faculty by classification, whether tenured, tenure track or adjunct; the number of credit hours taught by faculty member by department, the number of service hours and the number of research hours by faculty member by department.

Requires the state board to continue to maintain a standardized system for tracking and reporting meaningful data about faculty, nonfaculty exempt, and classified staff turnover at the state's institutions of higher education.
