Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a pilot program to provide TANF recipients with assistance in obtaining a post-secondary education degree. (1) provides that assistance in obtaining a post-secondary education degree shall be to the extent permitted by the federal law governing the Temporary Assistance for Needy Families (TANF) Program; (2) provides that assistance is not limited to moneys for the payment of tuition; (3) provides that the Department of Human Services shall define the pilot program by rule, including a determination of its duration and scope, the nature of the assistance to be provided, and the criteria, standards, and procedures for participation; and (4) provides that the Department's report on the pilot program shall be after 2 years of the program's operation and shall include proposed rules to modify or extend the pilot program beyond the scope and schedule upon which it was originally established. Effective January 1, 2006.

COSigned into law 06/2005Postsec.Specifies that a student who is eligible to receive a stipend may receive a stipend for graduate level courses that apply toward the student's undergraduate degree. Requires the Colorado student loan program to reduce the amount of the stipend per credit hour for all students, if moneys in the college opportunity fund in any fiscal year are not sufficient to pay the rate per credit hour established by the general assembly. Changes for which courses that a student may receive a stipend payment, the courses that count toward the student's 145 lifetime-credit-hour limitation, and provisions relating to waivers of the credit-hour limitation. Allows the Colorado student loan program to authorize an advance from the college opportunity fund to a governing board and, upon such authorization, requires the state treasurer to make the advance without interest to the governing board to assist the governing board in managing its cash flow. Requires an advance to be repaid within the same state fiscal year in which the advance is made. Authorizes a governing board to approve and commence, without prior approval of the Colorado commission on higher education, capital construction projects that are funded without state capital construction or general fund moneys if: The capital construction project costs less than 5 million dollars; and the institution for which the capital project is being constructed has been designated as an enterprise.

Adds International General Certificate of Secondary Education (pre-AICE) and Advanced International Certificate of Education (AICE) to public school choice options and to rigorous academic programs parents must have the opportunity to learn about. Adds Advanced International Certificate of Education to list of articulation policies in statute. Identifies pre-AICE and AICE to advanced level fine arts courses for purposes of college admissions. Adds pre-AICE to 1007.27 on articulated acceleration mechanisms for community college and university entrance. Adds pre-AICE and AICE to courses in which grades must be given additional weights for purposes of determining initial eligibility for a Florida Bright Futures Scholarship. Adds that a student is eligible for a Florida Academic Scholars award if the student completed the Advanced International Certificate of Education curriculum but failed to earn the Advanced International Certificate of Education Diploma, or has been awarded an Advanced International Certificate of Education Diploma from the University of Cambridge International Examinations Office. Extends Florida Medallion Scholars award eligibility to a student who has completed the Advanced International Certificate of Education curriculum but failed to earn the Advanced International Certificate of Education Diploma.

Specifies that dual enrollment courses are creditable toward high school completion. Requires each semester of instruction that is eligible for
high school and postsecondary credit through a dual enrollment program to be reported by school districts as 75 membership hours for purposes of FTE calculation.

Requires career centers and community colleges to provide a comprehensive academic and career dual enrollment program. Clarifies that an independent postsecondary institution eligible for inclusion in a dual enrollment or early admission program pursuant to s. 1011.62 must participate in the statewide course numbering system developed pursuant to s. 1007.24 to participate in a dual enrollment program.

Amends minimum student scores in 1011.62 that trigger a bonus for Advanced International Certificate of Education teachers.

AN ACT To enact R.S. 17:3048.5. Establishes the TOPS-Tech Early Start Award as part of the Louisiana Tuition Opportunity Program for Students for eligible 11th- and 12th-grade students attending Louisiana public high schools. States that a TOPS-Tech Early Start Award may be used at a Louisiana public postsecondary education institution for the purpose of pursuing an industry-based occupational or vocational education credential that:
(a) Is identified by the Occupation Forecasting Conference as a credential for an occupation in top demand in Louisiana;
(b) Is recognized by the State Industry-Based Certification Council; and
(c) Is approved by the state board of education and by the board of supervisors of community and technical colleges. An eligible student may receive an award for up to 2 semesters each in grade 11 and 12. Provides for payment to the Louisiana postsecondary education institution
in which the student is enrolled.

Requires the administering agency to make available information necessary to fully inform Louisiana public high school students and their parents on the requirements of and procedures for applying for the award in the same manner as required by law for other awards provided by the Tuition Opportunity Program for Students.

To be eligible for an initial TOPS-Tech Early Start Award, requires a student to meet all the following requirements and administering agency rules:

(1) Be in the eleventh or twelfth grade in a Louisiana public school.
(2) Have prepared a five-year education and career plan, including a sequence of related courses with a career focus as provided in statute.
(3) Have a cumulative high school grade point average on all courses attempted of at least 2.0 on a 4.0 scale.
(4) Have at least the minimum scores required to pass the math and English portions of the graduation exit exam established by the state board.
(5) Score at least fifteen on the English subsection and fifteen on the mathematics subsection of the ACT PLAN assessment administered as part of Louisiana's Educational Planning and Assessment System.

Establishes requirements for continuing eligibility for an award.

Establishes Louisiana Student Financial Assistance Commission as administering agency for the program. Authorizes the administering agency to implement the program provisions initially on a pilot basis. Adds that, if implemented on a pilot basis, it is the intention of the legislature that full implementation be achieved at the earliest time possible.

Requires the the board of regents, in consultation with the Louisiana Student Financial Assistance Commission, to annually submit to the governor and the legislature, before the opening of each regular legislative session, a written review and analysis of TOPS-Tech Early Start awards relative to award use by students and the benefits therefrom as well as the impact on subsequent use by students of TOPS-Tech awards.

From bill analysis: The requirements of the Early High School Graduation Scholarship Program (scholarship program) as stated prior to 2003 provided that a student who completed high school in not more than 36 consecutive months was eligible for a scholarship in state tuition credits. But in 2003, the 78th Legislature added a requirement establishing that students who graduate early must graduate with the recommended or advanced high school curriculum in order to receive a scholarship under this scholarship program. The Act passed by the 78th Legislature failed to address the issue of students currently enrolled in the scholarship program, thereby leaving many students without the scholarship as promised. TXSigned into law 06/2005Postsec.From bill analysis: S.B. 1227 makes an array of amendments to the Education Code to promote access to institutions of higher education, allow for financial aid administrative savings, and make clarifying changes. Amendments to Section 56.202 create the Early High School Graduation Scholarship program to increase efficiency in the Foundation School Program and to provide assistance for tuition or tuition and mandatory fees. Amendments to Section 56.203, Education Code do the following:
(a) Provide that to be eligible for an award through the Early High School Graduation Scholarship program, a person must have graduated from high school and meet certain requirements; have attended high school exclusively in one or more public high schools in the state; and be a Texas resident as defined by coordinating board rule.
(b) Provide that the eligibility for the Early High School Graduation Scholarship program for a person depends on the sixth anniversary of the date that the person first becomes eligible to participate in the program, unless the person is provided additional time to participate in the program.
(c) Provide that the coordinating board must adopt rules to provide a person who is otherwise eligible to participate in the Early High School Graduation Scholarship program additional time to use a state credit for tuition and mandatory fees under the program. Provides that the rules must require a person seeking an extension to show hardship or other good cause that prevents the person from enrolling in or continuing enrollment in an eligible institution during the period provided.
(d) Provides that a person who does not satisfy the curriculum requirements for the recommended or advanced high school program as required to establish eligibility is considered to have satisfied those requirements if the high school from which the person graduated indicates on the person's transcript that the person was unable to complete the appropriate curriculum within the time prescribed by that subsection solely because of a reason beyond the person's control, such as lack of enrollment capacity or a shortage of qualified teachers.
The heading to Section 56.204, Education Code, is amended to modify the heading to read "ENTITLEMENT." An eligible person under the
Early High School Graduation Scholarship program is entitled to a state credit to apply toward tuition or tuition and mandatory fees, as applicable, at a public or private institution of higher education in Texas.

AZSigned into law 05/2005Postsec.Rewrites section 15-1723 on the amount of medical student loans so that loans are for tuition plus a living allowance.

Creates new section allowing the board of regents to grant scholarships to qualified first-year medical students who are Arizona residents who intend to complete an approved residency program to become board certified in family practice, general pediatrics, obstetrics and gynecology, general internal medicine or combined medicine and pediatrics. Requires the board of regents to give preference in awarding scholarships to candidates who demonstrate superior academic and extracurricular merit and to candidates who demonstrate a commitment to serve in an underserved area. Establishes certain requirements for scholarship recipients and terms for repaying the scholarship amount should the student not fulfill the terms of the contract. Establishes the medical student scholarship fund.

Creates in the state treasury the mathematics and science teacher service scholarship program fund and the mathematics and science teacher service scholarship repayment fund.

Currently, a part of the law is codified in Title 23. The bill also (i) includes several technical amendments to provide clarity and consistency; (ii) reinstates language inadvertently omitted; (iii) prohibits the use of scholarship funds for theological education; (iv) authorizes the Awards Committee to seek, receive, and expend nonstate funds; and (v) resolves the issue of the separation of powers by requiring the State Council of Higher Education to advise and provide technical assistance to the Awards Committee in a manner consistent with its statutory responsibilities for higher education in the Commonwealth. Under the current law, the Scholarship Program and the Awards Committee are created within the legislative branch; however, administration of the Program is shared between the legislative and executive branch agencies. The bill also waives the Standards of Learning requirements and assessments for persons awarded a scholarship under the Program and who are enrolled in a preparation program for the General Education Development (GED) certificate or an adult basic education program for the high school diploma. Also, for the purpose of verifying the domicile of applicants, the Awards Committee is authorized to establish a list of acceptable documents consistent with those required to obtain a Virginia driver's license or identification card, and to access vital records. In addition, the Awards Committee must establish a protocol to facilitate the dual enrollment of eligible students in adult basic education programs and degree programs, and the conventional enrollment of such students in public and private two-year institutions of higher education. Further, the Awards Committee is charged to develop and implement a system that provides transition programs and services to prepare eligible students for academic success in GED preparation and adult basic education programs, and college.

The second enactment clause allows students who are enrolled in an approved education program when the Program expires to complete their education through the renewal of the scholarship, if they demonstrate satisfactory academic achievement. The third enactment clause delegates to the State Council of Higher Education the responsibility to review and approve applications for renewal of scholarship awards of students who were enrolled in approved education programs when the Program expired. The fourth enactment clause repeals Chapter 4.4:5 of Title 23, consisting of §§ 23-38.53:21 through 23-38.53:24, and Chapter 34 of Title 30, consisting of §§ 30-226 through 30-231.
