The permit for the athlete is for one year and the applicant must pay a non-refundable fee, attest they have not been convicted of any crime listed in ORS 342.143, and submit to a criminal background check.
House Bill 3179-A modifies the current statute and establish the Uniform Athlete Agents Act which provides for the uniform registration, certification, and background check of sports agents seeking to represent student athletes who are or may be eligible to participate in intercollegiate sports. The bill would impose specified contract terms on the agreements and provide educational institutions with the right to notice along with a civil cause of action for damages resulting from a breach of specified duties. The bill would also require the agents to disclose their training, experience, and education, whether they or an associate have been convicted of a felony or crime of moral turpitude,

The school may recommend classroom placement to the parents and provide professional education advice to the parents to assist them in making the best decision for their children's education. A school must provide the placement requested by the children's parent or guardian, unless the school board makes a classroom placement determination following the school principal's request according to this section. The parent or guardian must request the classroom placement no later than 14 days after the first day of each school year or 14 days after the first day of attendance of the children during a school year if the children are enrolled in the school after the school year commences. At the end of the initial grading period, if the school principal, in consultation with the children's classroom teacher, determines that the requested classroom placement is disruptive to the school, the school principal may request that the school board determine the children's classroom placement.

Requires resulting school districts to use a state-approved instrument to survey parents and students on: (1) Opportunities for inclusion or participation in the resulting or receiving school district; and (2) The efforts, if any, that were made to include parents from the affected school district in the receiving or resulting school district's activities, including but not limited to parent-teacher associations, booster clubs, and parent involvement committees.
