WASigned into law 07/2005P-12Revises the powers, duties, and membership of the state board of education and the Washington professional educator standards
board and eliminates the academic achievement and accountability commission. Changes state board membership from all members elected by local board of directors to a sixteen-member board. Five members are elected by district directors (3 for the western half of the state; 2 for the eastern); 1 at-large member is elected by members of boards of directors of state-approved private schools; 1 is the superintendent of public instruction; 7 members are appointed by the governor; and 2 members are students (non-voting).

RIVetoed 06/2005Postsec.Would have reduced the membership of the board of governors for higher education from 15 to 13, including the chairperson of the board of regents for elementary and secondary education (or designee) a member. Would have made members of the board removable by the governor pursuant to the provisions of section 36-1-7 of the general laws and for cause only, and removal solely for partisan or personal reasons unrelated to capacity or fitness for the office shall be unlawful. Would have required an annual report containing an operating statement summarizing meetings or hearings held, subjects addressed, decisions rendered, rules or regulations promulgated, studies conducted, policies and plans developed, approved, or modified, and programs administered or initiated; a consolidated financial statement of all funds received and expended including the source of the funds, a listing of any staff supported by these funds, and a summary of any clerical, administrative or technical support received; a summary of performance during the previous fiscal year including accomplishments, shortcomings and remedies; a synopsis of hearings, complaints, suspensions, or other legal matters related to the authority of the board; a briefing on anticipated activities in the upcoming fiscal year; and findings and recommendations for improvements. Required a training course to be conducted for newly appointed and qualified members. Would have reduced the membership of the board of regents for elementary and secondary education from 11 to 9 and made removal of members for cause only, and removal solely for partisan or personal reasons unrelated to capacity or fitness for the office would have been made unlawful.. TNSigned into law 06/2005Postsec.Requires the establish a review committee to aid in development or revision of the higher education master plan and funding formulae. The committee is to include the executive director of the higher education commission, the chancellor of the board of regents, the president of
the University of Tennessee, the commissioner of finance and administration, the comptroller of the treasury, the chairs of the standing committees on education and finance, ways and means of the senate and house of representatives, and the director of the office of legislative budget analysis, or their designees. The review committee is to meet at least annually to review the funding formula components, as well as identify needed revisions, additions, or deletions to the formula. Establishes that the Secretary of Higher Education is appointed by the Governor and confirmed by the Senate.
