TNSigned into law 05/2006Postsec.Concerns Education, Higher; requires public higher education institutions to place warnings concerning misrepresentation of academic credentials in catalogs, on Web sites, and in employment contracts for positions requiring academic credentials, constitutes a
Class A misdemeanor. The warning shall define the offense of misrepresentation of academic credentials.

Provide public higher education faculty with an annual experience increment based on one year of service credit for each nine or more months of contracted employment during a calendar year. Currently, only classified and non-classified public higher education employees (as well as other state employees) receive the annual experience increment.

Included in this bill are provisions that: Provide budget increases and decreases for the compensation of state employees not
including school district personnel; provide for a 2.5% cost of living allowance for state employees, judges, elected officials,
and higher education employees not including school district personnel;and higher education employees not including school district personnel; provide for an increase in the premiums charged for state and higher education employee health benefits; provide for an increase in the cost of retirement for state and higher education employees not including school district personnel. Overall, this bill appropriates $71,713,200 in general and education funds, plus $55,783,300 from other various sources as detailed below, for salary and benefit changes in state agencies and higher education institutions.

Community College
Declares an intent to provide for continuous health care eligibility for part-time academic employees based on averaging workload gained during the preceding academic year. Provides that part-time academic employees who have established eligibility as determined from the payroll records of the employing community or technical college districts, for employer contributions for benefits under this chapter and who have worked an average of half-time or more in an academic year, through employment at one or more community or technical college districts, are eligible for continuation of employer contributions for the subsequent summer quarter period including the break between
summer and fall quarters. Provides that, to be eligible for maintenance of benefits through averaging, part-time academic employees must notify their employers of their potential eligibility. The state board for community and technical colleges shall report back to the legislature by November 15, 2009, on the feasibility of eliminating the self-reporting requirement for employees.

ILAdopted 02/2006Postsec.Establishes the Diversifying Higher Education Faculty in Illinois Program (DFI), which combines two former programs, the Illinois Consortium for Educational Opportunity Program (ICEOP) and the Illinois Minority Graduate Incentive Program (IMGIP). The purpose of the program is to encourage minority students to enroll and complete academic programs at the post-baccalaureate level and to enhance the diversity of faculty and professional staff at Illinois higher education institutions
and agencies.

Requires eligible candidates to meet the following criteria:
--Ilinois resident
--U.S. citizens or lawful resident alien
--Racial minority
--Completed baccalaureate degree from accredited postsecondary institution
--Has been admitted as a student pursuing a doctoral, master's, or post-baccalaureate professional degree and will pursue this degree objective as a full-time student, as defined by the institution, for at least 9 months of the year
--Has signed an agreement to meet the Act's employment conditions if a DFI award is accepted
--Candidate's financial resources are such that in the absence of a DFI grant the individual will be prevented from pursuing a graduate or professional degree at the institution
--Possesses above-average academic ability to pursue a graduate or
professional degree as evidenced by (A) minimum grade point average of C+ (2.75 on a grade scale of 4.00 = A) in the last 60 hours of undergraduate work; and (B) admission to a post-baccalaureate degree program at a qualified institution of higher education.

As a condition for acceptance of the award, requires the recipient to agree to:
(1) Accept a teaching or nonteaching full-time appointment at an Illinois institution of higher education; or
(2) Accept a position as an employee of this State in an administrative, education-related position, such as administrative positions in Illinois elementary/secondary and higher education agencies; or
(3) Make a good faith effort to secure such position for a time period of no less than 5 years. A good faith effort includes actively seeking employment and maintaining contact with the institutional representative and Program Board.

Requires the recipient to accept such positions for a period equal to the number of years that he or she was a participant in the DFI grant program.

Requires the Program Board, in determining the recipients of the awards, to consider only members of traditionally underrepresented minority groups
who are underrepresented in particular fields of study.
