Revises minimum state educational funding procedure for school districts and community college districts. Enacts the Quality Education Investment Act of 2006, which would authorize school districts and other local educational agencies to apply to receive funding to allocate to elementary and secondary schools and charter schools that are ranked in certain deciles on the Academic Performance Index. Appropriates funds for the program for the 2007-08 fiscal year.

Establishes the Community College Early Assessment Pilot Program for the purpose of providing high school pupils with an indicator of their readiness for transfer level English and mathematics at the end of grade 11 and allowing high schools to work with pupils in grade 12 to elevate their skills to first-time community college freshman students. Requires the program to be administered by the Board of Governors of the State Community Colleges.

Relates to prohibiting a principal from recommending, for any particular grade level, for community college summer session attendance, more than 5% of the total number of pupils who completed that grade prior to the time of recommendation. Exempts a pupil recommended for enrollment in a course that does not offer college credit in English language arts or mathematics, but is necessary to assist specified pupils to pass the High School Exit Exam. Requires specified reports.

Deletes the exemption of students who enroll for 6 or fewer units from the requirement to pay a nonresident tuition fee at a community college. Extends the exemption of the eligible students displaced by Hurricane Katrina to the 2006-07 fiscal year. Provides that the exemption could be applied retroactively to academic terms commencing on or after a specified date and applies only to students displaced due to Hurricane Katrina.

Requires the personnel commission of school and community college districts to make a biennial performance evaluation of and to determine the compensation for the personnel director. Authorizes such commission to impose discipline upon the director if cause has been established in accordance with commission rules. Grants the director the option of requesting a hearing from an impartial hearing officer regarding disciplinary action. Extends laws relating to hiring classified employees by these districts.

Requires the Chancellor of the Community Colleges and the Superintendent of Public Instruction to convene a working group of adult education and data experts to review the separate, existing adult education and noncredit instruction data systems, and to report to the Legislature and Governor on the feasibility, design and cost of a common data set in adult education.

Expresses legislative intent with respect to allowing community college districts to offer credit courses that are not part of an approved educational program without prior approval by the board of governors. Requires the Chancellor of the Community Colleges to prepare and submit a report describing the results of monitoring of these courses undertaken pursuant to regulations developed by the board of governors and the extent to which community college districts have complied with those regulations.

Requires the Board of Governors of Community Colleges to develop criteria and standards to effectuate the system in accordance with prescribed statewide minimum requirements. Requires an assessment of the impact of the new funding system and to recommend areas where additional changes might be needed. Relates to funding calculations based on full-time equivalent students. Amends provisions regarding community college funding. Provides for credits.

Community College
Extends residency for purposes of in-state tuition eligibility at community colleges for immigrants and certain nonimmigrants and their dependents who possess a valid visa from the U.S. Citizenship and Immigration Services with a classification of Temporary Workers or Intracompany Transferee and are eligible for education. Eligibility for consideration will be based on the privileges and limitations of the visa held by the applicant. Also, extends residency for in-state tuition eligibility to active Wyoming National Guard members and U.S. Armed Forces members stationed in Wyoming, and their dependents, as well as members of the U.S. Armed Forces who move to Wyoming within 12 months from the date of honorable discharge from the service. The Chief Information Officer shall establish written standards for the security of computerized data, including personal information, maintained by state agencies and departments, including standards for notification to a resident of this State when an agency or department becomes aware of a breach of security with regard to personal information and if a reasonable investigation reveals that personal information has been misused or a reasonable possibility exists that personal information will be misused.
