CASigned into law 09/2006P-12Requires each school district, as a condition of receiving funding under this act, to develop a plan, to be approved by the governing board, certifying that the agency will accomplish certain objectives relating to providing personal English language tutoring to children from backgrounds of limited English proficiency and to collect certain data for use in revising and updating the plan. Requires the board review, revise as necessary, and approve the plan, as a condition for funding.

CASigned into law 09/2006P-12Permits use of state and local funds if a school is required to contract with an outside entity for supplemental instruction to high-priority pupils. Revises the High Priority Schools Grant Program to require the Superintendent to invite a 2nd cohort of schools into the program for the 2005-06 fiscal year. Revises the application procedure, conditions requiring state monitoring of schools in the grant program, and procedures for establishment of school assistance and intervention teams for certain schools.

FLSigned into law 05/2006P-12Beginning with students entering grade 6 in the 2006-2007 school year, promotion from a school composed of middle grades 6, 7, and 8 requires that: (a) The student must successfully complete academic courses as follows: 1.. Three middle school or higher courses in English. 2. Three middle school or higher courses in mathematics. Each middle school must offer at least one high-school-level mathematics course for which students may earn high school credit. 3. Three middle school or higher courses in social studies, one semester of which must include the study of state and federal government and civics education. 4. Three middle school or higher courses in science. 5. One course in career and education planning to be completed in 7th or 8th grade. The course must include career exploration using CHOICES for the 21st Century or a comparable cost-effective program; must include educational planning using the online student advising system known as Florida Academic Counseling and Tracking for Students; and shall result in the completion of a personalized academic and career plan.

Each school must hold meetings to inform parents about the course curriculum and activities. Each student shall complete an electronic personal education plan. By January 1, 2007, the Department of Education will develop course frameworks and professional development materials for the career exploration and education planning course.

The Commissioner of Education will collect longitudinal high school course enrollment data by student ethnicity in order to analyze course-taking patterns. For each year in which a student scores at Level l on FCAT Reading, the student must be enrolled in and complete an intensive reading course the following year. Placement of Level 2 readers in either an intensive reading course or a content area course in which reading strategies are delivered will be determined by diagnosis of reading needs. For each year in which a student scores at Level 1 or Level 2 on FCAT Mathematics, the student must receive remediation the following year, which may be integrated into the
student's required mathematics course.

Students in grade 6, grade 7, or grade 8 who are not enrolled in schools with a middle grades configuration are subject to the promotion requirements of this section.

MIIssued 01/2006P-12Establishes the Mentor Michigan Leadership Council. The Council is to act in an advisory capacity and do all of the following:
1. Review, develop, and advise the Governor and the Commission on the development and implementation of a statewide mentoring initiative to be known as "Mentor Michigan."
2. Develop and recommend to the Governor and the Commission a plan for Mentor Michigan.  The plan shall do all of the following:
a. Identify existing mentoring activities and encourage additional mentoring activities throughout Michigan.
b. Make recommendations on the coordination of the mentoring activities of state departments and agencies.
c. Educate Michigan citizens about the importance of mentoring.
d. Promote individuals, organizations, and institutions that serve as outstanding examples of mentoring.
e. Coordinate the use of volunteer resources to recruit Michigan residents to serve as mentors.
f. Identify and promote standards for mentoring programs.
g. Develop and recommend a clearinghouse in partnership with existing mentoring organizations to identify and place mentors.
h. Advocate on behalf of mentors, mentoring organizations, and expansion of mentoring in Michigan.
3. Annually update the plan developed under Section III.A.2 and submit the updated plan to the Governor and the Commission not later than 60 days after the close of each fiscal year.
4. Advise the Governor and the Commission on the development and establishment of local mentoring initiatives.
