WISigned into law 10/2007Postsec.Directs the department of administration to: (1) Serve as the state's liaison agency between the higher educational aids board, the department of public instruction, the University of Wisconsin System, the technical college system, and other public and private organizations that are interested in promoting postsecondary education in the state; (2) Contract with the Wisconsin Covenant Foundation, Inc., if the secretary determines it appropriate, to establish and implement a campaign to promote attendance at nonprofit postsecondary educational institutions in the state; (3) Coordinate the postsecondary education promotional

Establishes the Readiness Project to develop a plan to implement fundamental and systemic reforms to public education in the Commonwealth over the next ten years. The project will have three chairs appointed by the Governor. 

The plan will include recommendations to:
(1) Deliver universal and high quality early education for three- and four-year-olds as well as Full-Day kindergarten;
(2) Expand time for teaching and learning in primary and secondary schools;
(3) Extend education an additional two years beyond secondary school to better prepare students for higher education, work and citizenship;
(4) Align curricula from pre-Kindergarten through high school, higher education and work force development, including with an emphasis on science, technology, engineering and math as well as other subjects and methods that enhance creativity and problem-solving skills;
(5) Structure and support a reasonable degree of school choice, including charter and pilot schools, so that all serve as complementary components of a comprehensive system; (6) Recruit, retain and develop strong educators and administrators at all levels;
(7) Streamline and strengthen teacher certification and licensing;
(8) Improve the Massachusetts Comprehensive Assessment System and introduce additional appropriate standards and assessments to measure other aspects of students' academic development;
(9) Fund the education system adequately, equitably and reliably, including for students with special educational needs;
(10) Facilitate collaboration between and among the Commonwealth's public and private institutions of higher education;
(11) Strengthen the structure and clarify the mission of the institutions that comprise the University of Massachusetts system and all public higher education institutions in the Commonwealth;
(12) Implement an effective and efficient accountability system for students, instructors and administrators from pre-Kindergarten through higher education that enables authorities both to review performance and to target assistance where it is most needed; and
(13) Leverage information technology throughout the system to improve instruction, student acquisition of skills, administrative processes, and the quality of and access to data. implements fundamental and systemic reforms to public education in the Commonwealth over the next 10 years.

Requires the Maryland Higher Education Commission to establish minimum requirements for issuing certificates, diplomas, and degrees by public and nonpublic institutions of postsecondary education.
A. The requirements in this chapter apply to all degree-granting institutions, including colleges and universities, and separately incorporated graduate institutions or centers that require or seek a certificate of approval to operate, or continue to operate, and grant formal awards within the State.
B. The requirements in this chapter also apply to existing institutions that are seeking approval to offer a new degree level in Maryland.
C. The approval granted to an institution to operate and award degrees applies only to the formal awards, instructional programs, and locations designated in the certificate of approval and is not applicable to off-campus programs that are separately authorized by the Commission.
D. Programs to be reviewed under this authority include:
(1) New certificates or degree levels;
(2) Off-campus program offerings; and
(3) Program suspensions or discontinuances.
E. Out-of-State degree-granting institutions shall apply for approval to operate in Maryland

Multiple provisions relating to higher education. Stipulates that in order to receive increases in state appropriations, two- and four-year institutions must work with the commissioner of higher education to establish agreed-upon competencies for certain entry-level courses. The coordinating board for higher education will establish policies to ensure that such courses are accepted in transfer among public institutions. Authorizes the commissioner to order an institution willfully disregarding a coordinating board policy to remit a fine. Requires the coordinating board to hold out-of-state public higher education institutions to criteria similar to those required of public in-state higher education institutions in order for such institutions to operate within the state. Requires binding resolution for certain disputes among institutions of higher education. Prohibits higher education institutions from rejecting applicants for faculty positions based solely on lack of graduate degree if candidate has an undergraduate degree and has served at least eight years in the general assembly.

Increases the amount of the Bright Flight scholarships from $2,000 to $3,000 beginning with fiscal year 2011. Beginning with fiscal year 2011, students with test scores between the top five percent and the top three percent qualify for a scholarship of $1,000. Creates the Access Missouri Financial Assistance program, defines eligibility criteria and maximum and minimum financial awards. Repeals Gallagher student financial assistance and college guarantee programs and directs that certain gambling boat boarding fee revenue that currently goes to the Missouri College Guarantee Fund be instead deposited into the Access Missouri Financial Assistance Program.

Enacts the Higher Education Student Funding Act, limiting tuition increases that institutions may charge. Grants Missouri Higher Education Loan Authority (MoHELA) authority to transfer assets of the authority to the newly created Lewis and Clark Discovery Fund. Requires MoHELA to distribute $350 million of assets of the authority to the fund not later than September 30, 2013. Moneys in the fund may be appropriated by the general assembly only for funding for capital projects at public colleges and universities and funding for the Missouri Technology Corporation's ability to work with colleges and universities in identifying opportunities for commercializing technologies. Directs the department of economic development to allocate a percentage of the state ceiling for private activity bonds to MoHELA.

NYIssued 05/2007Postsec.(Executive Order No. 14) Establishes the New York State Commission on Higher Education. The Commission's inquiry shall include analysis of:
(a) academic standards and performance in New York's colleges and universities, with particular emphasis on SUNY and CUNY;
(b) access to higher education in New York State and particularly to the SUNY and CUNY systems;
(c) the degree to which public primary and secondary education adequately prepare New York students to enter and succeed in college;
(d) the mission of the State's community colleges, and the proper balance between preparing students to enter four-year institutions upon graduation and to obtain high-value jobs upon graduation;
(e) the extent to which SUNY and CUNY research and degree programs are aligned with economic development objectives of the State and the region of the State where each campus is situated;
(f) the financing of public colleges and universities, including State support, federal support, tuition, alumni support and other sources of income;
(g) the reasonable costs of an education for students in various SUNY and CUNY degree programs, and the available sources and amounts of financial aid for students who need assistance to meet such costs;
(h) the types and amounts of financial support provided by the State to private colleges and universities and their students, and the rationale for such programs;
(i) the degree to which different types of SUNY institutions (i.e. two-year colleges, four-year colleges, technical colleges, university centers and the SUNY schools within Cornell University) are treated and governed similarly or differently within SUNY and by the State;
(j) the degree to which different SUNY campuses are permitted to tailor their offerings, practices and policies to the specific needs of their students, faculties and the surrounding communities; and
(k) the nature of public and community service opportunities and degree requirements afforded and enforced at SUNY, CUNY and more generally in New York's colleges and universities.

Requires the state's Chief Technology Officer (CTO) to create and implement a program to refurbish and donate state surplus computers which are no more than four years old from state agencies to public schools and low-income school children; encourages the CTO to collaborate with other agencies including, but not limited to, the State Board of Education; the Department of Education's Division of Technical and Adult Services; Regional Education Service Agencies; the Division of Corrections; Prison Industries; and private technology industries in creating and establishing the program; requires the CTO to consult with and provide any necessary assistance to any governing board of an institution of higher education in creating a computer and computer equipment donation program.

Continues the board of governors at specified public institutions of higher education and specifies the appointment of members to each board.

Continues the West Virginia Council for Community and Technical College Education and places the community college employee salary schedule and classification system under its authority.

Establishes the Health Education Loan Program for students enrolled in a school of medicine; allows any individual who has received a loan through the program and who has provided services as a medical doctor or a doctor of osteopathy in a medically underserved area or in a medical specialty in which there is a shortage of physicians in the state to be eligible for cancellation of ten thousand dollars of the outstanding loan or loans for every full twelve consecutive calendar months of such service.
