IDAdopted 10/2007Postsec.Rewrites rules of both the Promise A and Promise B scholarships in the Promise Scholarship Program to modify the selection criteria and the eligibility requirements to allow for the inclusion of home-schooled students. Specifies that scholarship awards from moneys deposited into the state college and university trust fund are to support Illinois residents. Directs the state treasurer to create separate accounts within the university grant fund for each university or college for which collegiate license plates have been issued. Provides that moneys in the university grant fund must be allocated to each account in proportion to the number of plates sold in regard to each university or college. Creates the All Iowa Opportunity Scholarship program for students with a minimum 2.5 high school grade point average and who demonstrate financial need. Establishes scholarship duration as four full-time semesters at a two-year institution or two full-time semesters at a four-year institution. Provides that eligible students must begin postsecondary studies within two years of high school graduation. Provides that to maintain scholarship eligibility, students must continuously receive awards as a full- or part-time student and must make satisfactory academic progress each semester of college.
Another section requires the state department to convene a work group to address statute/rule pertaining to Quality Faculty Plans for community college staff. A report is due to the legislature by January 14, 2008.

Increases the amount of the Bright Flight scholarships from $2,000 to $3,000 beginning with fiscal year 2011. Beginning with fiscal year 2011, students with test scores between the top five percent and the top three percent qualify for a scholarship of $1,000. Creates the Access Missouri Financial Assistance program, defines eligibility criteria and maximum and minimum financial awards. Repeals Gallagher student financial assistance and college guarantee programs and directs that certain gambling boat boarding fee revenue that currently goes to the Missouri College Guarantee Fund be instead deposited into the Access Missouri Financial Assistance Program.

Enacts the Higher Education Student Funding Act, limiting tuition increases that institutions may charge. Grants Missouri Higher Education Loan Authority (MoHELA) authority to transfer assets of the authority to the newly created Lewis and Clark Discovery Fund. Requires MoHELA to distribute $350 million of assets of the authority to the fund not later than September 30, 2013. Moneys in the fund may be appropriated by the general assembly only for funding for capital projects at public colleges and universities and funding for the Missouri Technology Corporation's ability to work with colleges and universities in identifying opportunities for commercializing technologies. Directs the department of economic development to allocate a percentage of the state ceiling for private activity bonds to MoHELA.

Requires the Texas Veterans Commission (commission) to establish a program to issue vouchers to be exchanged for an exemption from the payment of tuition and required fees at an institution of higher education to students in grades 6 through 12 or at postsecondary educational institutions who sound "Taps" on a bugle, trumpet, or cornet during military honors funerals held in this state for deceased veterans. Requires a voucher to be issued in the amount of $25 for each time a student sounds "Taps" as described by this subsection. Requires the commission to encourage a private or independent institution of higher education to grant a tuition and fee exemption in exchange for a voucher. Authorizes a district to excuse a student in grades 6 through 12 for the purpose of sounding "Taps" at a military honors funeral held in this state for a deceased veteran. Prohibits a student whose absence is excused under this subsection from being penalized.

Requires all such aid recipients to have been approved for participation in federal student financial aid programs authorized by Title IV of the Higher Education Act of 1965. Provides that students not attending institutions eligible for participation in federal Title IV financial aid programs on or before July 1, 2007 (1) who received their first award before the 2006-2007 academic year shall be eligible for payments until the end of the 2009-2010 academic year; or (2) who received their first award for the 2006-2007 academic year through and including the 2009-2010 academic year shall be eligible for payments until the end of the 2014-2015 academic year.

Requires students first receiving financial aid in the 2006-2007 academic year to have a certificate of graduation from a recognized school providing secondary education within the U.S., or the recognized equivalent of such certificate, or have been admitted to such institution after receiving a passing score on a federally approved ability to benefit test that has been independently administered and evaluated. Requires students first receiving financial aid in the 2007-2008 academic year or thereafter to have (1) a certificate of graduation from a school providing secondary education from a state within the U.S.; or (2) the recognized equivalent of such certificate; or (3) received a passing score on a federally approved ability to benefit test that has been identified by the board of regents as satisfying the eligibility requirements of statute and has been independently administered and evaluated as defined by the commissioner.

Makes the 2005-2006 academic year the last year for which first receipt of state award is contingent upon the student's maintaining "good academic standing" as defined by the commissioner. Provides that students who receive their first state award during the 2006-2007 academic year and thereafter must make satisfactory progress toward the completion of the program's academic requirements as provided below. Provides "reasonable progress toward completion of the program" means a student must complete, at a minimum, the following requirements at the time of certification; provided that nothing shall prevent a college from developing stricter standards to measure reasonable progress:

(1) For students first receiving aid in 2007-2008 and thereafter, and enrolled in four- or five-year undergraduate programs organized in semesters:

Finds that: (1) The economic trends of globalization and technological change are increasing the demand for higher and differently skilled workers than in the past; (2) Increasing Washington's economic competitiveness requires increasing the supply of skilled workers in the state; (3) Improving the labor market competitiveness of all Washington residents requires that all residents have access to postsecondary education; and (4) Community and technical college workforce training programs and Washington state apprenticeship and training council-approved apprenticeship programs provide effective and efficient pathways for people to enter high wage, high skill careers while also meeting the needs of the economy. Requires the college board to develop and implement a workforce education program known as the opportunity grant program to provide funding for students enrolled at qualified institutions of higher education in opportunity grant-eligible programs of study as described in this act. Students enrolled in the opportunity grant program are eligible for: (1) Funding for tuition and mandatory fees at the public community and technical college rate, prorated if the credit load is less than full time, paid directly to the educational institution; and (2) An additional one thousand dollars per academic year for books, tools, and supplies, prorated if the credit load is less than full time. Declares that funding under this act is limited to a maximum forty-five credits or the equivalent in an opportunity grant-eligible program of study, including required related courses. No student may receive opportunity grant funding for more than forty-five credits or for more than three years from initial receipt of grant funds in one or a combination of programs.

Requires the college board, in partnership with business, labor, and the workforce training and education coordinating board, to: (1) Identify job specific training programs offered by qualified postsecondary institutions that lead to a credential, certificate, or degree in high demand occupations, which are occupations where data show that employer demand for workers exceeds the supply of qualified job applicants throughout the state or in a specific region, and where training capacity is underutilized; (2) Gain recognition of the credentials, certificates,
and degrees by Washington's employers and labor organizations. The college board shall designate these recognized credentials, certificates, and degrees as "opportunity granteligible
programs of study"; and (3) Market the credentials, certificates, and degrees to potential students, businesses, and apprenticeship programs as a way for individuals to advance in their careers and to better meet the needs of industry.

Establishes the GET ready for math and science scholarship program. The purpose of the program is to provide scholarships to students who achieve level four on the mathematics or science portions of the tenth grade Washington assessment of student learning or achieve a score in the math section of the SAT or the math section of the ACT that is above the ninety-fifth percentile, major in a mathematics, science, or related field in college, and commit to working in mathematics, science, or a related field for at least three years in Washington following completion of their bachelor's degree. The program shall be administered by the nonprofit organization selected as the private partner in the publicprivate partnership.

Requires the office of the superintendent of public instruction to: (1) Notify elementary, middle, junior high, high school, and school district staff and administrators, and the children's administration of the department of social and health services about the GET ready for math and science scholarship program using methods in place for communicating with schools and school districts; and (2) Provide data showing the race, ethnicity, income, and other available demographic information of students who achieve level four of the math and science Washington assessment of student learning in the tenth grade. Compare those data with comparable information on the tenth grade student population as a whole. Submit a report with the analysis to the committees responsible for education and higher education in the legislature on December 1st of evennumbered years.

Provides that school districts shall: (1) Notify parents, teachers, counselors, and principals about the GET ready for math and science scholarship program through existing channels. Notification methods may include, but are not limited to, regular school district and building communications, online scholarship bulletins and announcements, notices posted on school walls and bulletin boards, information available in each counselor's office, and school or district scholarship information sessions. (2) Provide each student who achieves level four on the
mathematics or science high school Washington assessment of student learning with information regarding the scholarship program and how to contact the program administrator.

Community College
Revises the Hathaway scholarship program by increasing curriculum requirements necessary to qualify for scholarships; establishes specific curriculum requirements for various scholarship levels for students graduating in the 2007-2008 school year, 2009-2010 school year, and 2010-2011 school year and thereafter, with requirements increasing each graduating year.

Beginning with the class of 2010-2011, requirements for honor or performance scholarship eligibility will be 4 years of math, including Algebra I & II and Geometry, 4 years of Language Arts, 4 years of Science, 3 years of Social Studies, and 2 years of a Foreign Language; requires courses necessary for scholarship eligibility to be aligned with state content and performance standards; requires all school districts to submit to the state department of education a list of courses provided in the district that satisfy the curriculum requirements specified in the bill, and for the department to verify the courses.

Requires accommodations are provided to a student with an individual education plan (IEP) or working under a federal 504 designation in order to meet the requirements of the success curriculum, including taking a modified course that is at grade level and is included within the scope of the student's IEP or 504 designation.

Beginning with the 2007-2008 school year and thereafter, requires counseling services to be provided to students in 8th - 12th grade on curriculum requirements of high school graduation, curriculum requirements necessary for each of the Hathaway scholarships and a summary of the various Hathaway scholarships, current achievement levels for the statewide proficiency assessment, the importance of curriculum for career options and the earning differences anticipated based upon curriculum choices and at various levels of postsecondary education, an assessment of the student's course history, as well as options available regarding future course selection and the consequences attached to selected course pathways, and other information regarding scholarship opportunities available to students and associated curriculum and student performance requirements. http://legisweb.state.wy.us/2007/Enroll/HB0097.pdf

Provides up to 10 semesters of free tuition and fees at the University of Wyoming and/or any Wyoming community college for surviving dependents of any peace officer, firefighter, or emergency medical technician who dies while acting within the scope of their duties, as well as surviving spouses and dependents of combat veterans and Vietnams veterans who were residents of Wyoming at least one year prior to military service and died during active duty service; provides the same free tuition/fees benefit to any combat veteran and Vietnam veteran who was a resident of Wyoming at least one year prior to military service and who is not receiving tuition/fees benefits under the "GI bill"; requires that surviving dependents are under the age of 22 at the time of death of the parent or legal guardian who falls into one of the eligible categories to be eligible for the free tuition and fees; requires that combat veterans and their spouses enroll at the University of Wyoming or a Wyoming community college no later than 10 years following completion of military service to be eligible for the free tuition and fees; exempts Vietnam veterans from the enrollment time requirement for eligibility for the free tuition and fees; requires achievement and maintenance of a 2.0 GPA by the end of the 3rd or 4th semester in college in order to continue to receive the free tuition and fees. http://legisweb.state.wy.us/2007/Enroll/HB0112.pdf
