CAVetoed 10/2007Postsec.Authorizes an ex officio trustee of the California State University to designate a staff person to attend a meeting or meetings of the board in his or her absence and to act on his or her behalf. Prohibits the trustees from approving a contract for hiring an executive officer, until the contract has been adopted at a noticed meeting. Relates to compensation for the executive officer. Prohibits the trustee from designating more than one staff person to attend board meetings in any calendar year.

TXSigned into law 07/2007Postsec.House Bill 3291 amends the Education Code to prohibit the board of regents of a public college or university from entering into a contract for a permanent improvement project at the college or university under which the college or university makes contractual payments that are not reflected on its financial statement unless the board of regents is specifically authorized to enter into the contract by other law or receives prior approval by the Texas Higher Education Coordinating Board.

HIVeto overridden: legislature has overridden governor's veto 05/2007Postsec.Establishes the Candidate Advisory Council to screen and propose candidates for appointment to the board of regents of the University of Hawaii,. Increases the board of regents membership to 15 members with a specified number of members representing different geographic areas. Prohibits a board of regents member from serving more than two consecutive five-year terms. Requires the senate to consider the question of an incumbent member's confirmation.

Modifies the responsibilities of the legislative committee on education. Requires the committee to meet at least twice a year. Charges committee with monitoring, studying and analyzing the higher education system in the state, as well as monitoring the establishment of performance measures required by this act and reporting on such measures to the general assembly and the governor. Authorizes the committee to make requests of the department of economic development. Directs the committee within three years to review the impact of the newly created higher education funding act and review a new model for the funding of higher education institutions.
