Community College | Amends the Social Security Number Protection Task Force Act. Places the task force within the office of the attorney general, and makes the attorney general responsible for administering the activities of the task force.
Requires the task force to explore the technical and procedural changes needed to implement a unique identification number system to replace the use of social security numbers. Directs the task force to identify other states and local governments that have implemented a unique identification number system, and to make recommendations and devise procedures for creating a statewide unique identification number program. Directs the task force to report its findings and recommendations to the governor, the attorney general, the secretary of state, and the general assembly by December 31, 2007.
Increases membership of the task force to include, among others, a member appointed by the executive director of the board of higher education, and a member representing school administrators, appointed by the state superintendent of education.

Provides that all campus media produced primarily by students at a state-sponsored institution of higher learning is a public forum for expression by the student journalists and editors at the particular institution, and that campus media, whether campus-sponsored or noncampus-sponsored, is not subject to prior review by public officials of a state-sponsored institution of higher learning.
Provides that collegiate student editors of campus media are responsible for determining the news, opinions, feature content, and advertising content of
campus media. Bars a collegiate media adviser's termination, transfer, removal, or other forms of discipline or retaliation for the advisor's refusal to
suppress protected free expression rights of collegiate student journalists and of collegiate student editors.
Provides that expression made by a collegiate student journalist, collegiate student editor, or other contributor in campus media is not speech attributable to a state-sponsored institution of higher learning. clarifies that when applicable, the court will make a finding that the school be notified and will order the youth service officer, probation officer, or the state agency if the child has been committed to the custody of an agency to notify the school principal of the nature of the offense and probation requirements, if any, related to school attendance. the court will order that the county and municipal law enforcement agencies having jurisdiction over the school be notified if the court deems it appropriate, as determined on a case-by-case basis.
requires the principal to convene a meeting to develop a plan after receiving the notification. The child, child's parent or guardian or other relevant service providers, and other appropriate parties identified by the child and the parent or guardian will be invited to the meeting. The plan will set out a list of goals to provide the child an opportunity to succeed in school and provide for school safety. retains the present law provision whereby a violation of the prohibition on including the notification in the child's student record is a Class C misdemeanor. Retains the present law prohibition on information being shared with persons other than employees of the school having responsibility for classroom instruction of the child, but allows disclosure to school counselors, social workers, and psychologists involved in developing a plan for the child.

Sets limitations on the public release of assessment data when such a release might compromise student confidentiality. Amends test security policies. Amends policies related to erasure analysis on state assessments. Also amends policies to address suspected violations of test security and troubling content in written assessment responses. Adds provision regarding administrative errors by school personnel that result in a question regarding the security of the test or the accuracy of the test data.
Amends provisions related to English language development assessments for English language learners (ELLs) and assessment of students with disabilities, including assessment accommodations for ELLs and students with disabilities.
Provides that if a student is expelled from school and is not enrolled in any type of alternative program or receiving any services from the district, the parent may make a timely request that the student be tested and the district must make arrangements to test the student.
