(10) Facilitate collaboration between and among the Commonwealth's public and private institutions of higher education;
(11) Strengthen the structure and clarify the mission of the institutions that comprise the University of Massachusetts system and all public higher education institutions in the Commonwealth;
(12) Implement an effective and efficient accountability system for students, instructors and administrators from pre-Kindergarten through higher education that enables authorities both to review performance and to target assistance where it is most needed; and
(13) Leverage information technology throughout the system to improve instruction, student acquisition of skills, administrative processes, and the quality of and access to data. implements fundamental and systemic reforms to public education in the Commonwealth over the next 10 years.

This rulemaking presents proposed requirements for two new certification-related initiatives that were established in 2006 by P.A. 94-1039: a teacher leader endorsement and an alternative route to administrative certification. Proposed new Section 25.30 (pages 115-118 of 201 http://www.cyberdriveillinois.com/departments/index/register/register_volume31_issue30.pdf) sets forth requirements for the teacher leader endorsement. The statute establishes three somewhat different sets of qualifications leading to this endorsement, two of which rely on completion of a "specially designed strand of teacher leadership courses" in combination with other requirements. This rule defines the strand of coursework and identifies who will be considered a "proven teacher leader".
Proposed new Section 25.314 (pages 119-120 of 201 http://www.cyberdriveillinois.com/departments/index/register/register_volume31_issue30.pdf) implements Section 21-5e of the School Code, which identifies individuals eligible to complete an alternate route to administrative certification. This route calls only for completion of 15 semester hours aimed at certain administrative competencies. The statute contemplates taking into consideration the coursework individuals will already have completed, so the rule calls for the 15 semester hours to focus on the management-related aspects of the Illinois Professional Teaching Standards and on selected others applicable to the general administrative endorsement. Several of the other provisions of the new rule are similar to those used in Section 25.313, an older "alternative route" rule. The revision to Section 25.335 (pages 120-121 of 201) is related to both of these, in that it acknowledges the exceptions to the general rule that are incorporated in the two different alternative routes.
The revision to Section 25.85 (pages 118-119 of 201) will make endorsements in certain foreign languages (generally candidates' native languages) available on a streamlined basis to individuals who were prepared as teachers outside Illinois and could have received those endorsements when they originally received Illinois certificates. It has become clear that some foreign applicants are not aware of this provision when they originally apply, and it makes more sense for them to have continued access to the language endorsement on the basis of Section 25.86 even after they have attained Illinois certification in some other field rather than to fall under Section 25.85.
Changes in Section 25.750 (Conditions of Testing, pages 123-127 of 201)) establish a new requirement for thumb-printing of individuals taking certification tests. Important goals of this rule are to provide a deterrent to the method of cheating that involves test-taking by someone other than the candidate for certification and to decrease the reliance on handwriting analysis in cases where there is doubt as to the identity of the individual taking a test.

Creates a new chapter on care of students with diabetes. Requires that a diabetes management and treatment plan as well as an individualized health plan be prepared and implemented for each student with diabetes for use during school hours or at a school related activity. Requires that the diabetes management and treatment plan be submitted to the school nurse, and that the school nurse be involved in the development of the individualized health plan. Requires the school principal at each school serving a student with diabetes to seek school employees to serve as volunteer health aides, and work to ensure that the school has an adequate number of volunteer health aides to care for students.
Authorizes the department to cooperate with the state department of health to develop a diabetes training program for school nurses and for volunteer health aides. Directs the department to provide annual diabetes training programs to school nurses and volunteer health aides that includes technological advances, current standards of practice for diabetes management and training, and instruction in specific topics.
Directs a school nurse, or under specified circumstances, a volunteer health aide, to perform the tasks necessary to assist a student in carrying out the student's individualized health plan. Requires schools to allow students to engage in specific activities, such as administering insulin, if the student has been evaluated and determined to be capable of doing so as reflected in the student's individual health plan and the student's diabetes management and treatment plan. Requires school transportation staff or staff supervising a student with diabetes in an off-campus activity to be provided with an information sheet identifying the student, the potential emergencies that may occur as a result of the diabetes and appropriate responses to an emergency, and emergency contact information.
Adds that a school or school board may not require a teacher or other school employee who is not employed as a school nurse or physician to administer health care services, basic life support, or other services that require the teacher or employee to place the teacher's or employee's hands on a pupil for therapeutic or
sanitary purposes. Also provides a school or school board may not discipline a teacher or other school employee who refuses to administer health care services, basic life support, or other services that require the teacher or employee to place the teacher's or employee's hands on a pupil for therapeutic or sanitary purposes. Establishes immunity for acts or omissions by a teacher who has been trained in CPR, the Heimlich maneuver or removing obstructions to a person's airway.
Requires a school corporation, in reporting average daily membership (ADM) for the 2007-2008 school year, to also report the number of school nurses and the number of students, by disease category, who have a chronic disease, including asthma, diabetes, and any other disease the department of education determines is significant for the school corporation to report.

Agreement is to specify, for each course to be taught, the description of the course, time and day for teaching the course, the location where the course is to be taught, whether the agreement is for a school semester or a school year. Provisions also cover payment to the host school district by the receiving school district. The agreement requires approval by the Department of Education. Establishes a public-private partnership to develop, pilot, and implement the Washington State Leadership Academy to enhance leadership skills of school and district administrators.
The partnership will include the Office of the Superintendent of Public Instruction (OSPI), the associations of school principals, the Professional Educator Standards Board (PESB), institutions of higher education, nonprofit foundations, the Educational Service Districts (ESDs), the state school business officers' association, and other entities identified by the partners. The partners must designate an independent organization to act as a fiscal agent and establish a board of directors. The board of directors of the academy must make recommendations for changes in superintendent and principal preparation programs, the administrator licensure system, and continuing education requirements. Initial development of the courses and activities must be supported by private funds. The board of directors must report to OSPI semiannually on financial contributions and annually on services, participants, and plans for future development. Within specified timelines, the PESB must complete the following tasks: adopt new math knowledge and skill standards for all individuals seeking an initial teaching certificate; adopt new teacher certification requirements addressing mathematics content for elementary or middle school teachers and high school mathematics teachers; set performance standards and develop a uniform, externally administered professional-level teacher certification assessment; and review and revise teacher preparation program requirements to focus on diversity in cultural knowledge and respect. The Recruiting Diverse Washington Teachers Program is established to recruit and provide training and support for diverse high school students to enter the teaching profession, including targeted recruitment; academic and community support services for students to help them overcome possible barriers, such as tutoring, advising, and mentoring; and camps and workshops on college campuses. The program will be administered by the PESB.

Postsec. | Until a professional educator qualifies for a permanent certificate, requires the educator who has a certificate based on a bachelor's degree to complete the following within five years from the date the certificate first became valid:
(1) File an application on a prescribed form with the State Department of Education;
(2) Present an official transcript of six semester hours of approved credit as may be prescribed by the state board;
(3) Successfully complete a beginning teacher internship program, if applicable; and
(4) Submit a recommendation based on successful teaching experience from the county superintendent of schools of the county in which the holder last taught or resides.
Allows the holder of a professional certificate that has been valid for five years to have the certificate made permanent upon meeting any of the following requirements:
(1) Completion of the second certificate renewal as outlined above required for educators within their first five years of being granted an initial certificate;
(2) After five years of service in the public schools, presentation of a transcript showing the completion of requirements for a master's degree from an institution of higher education accredited to offer the master's degree and in a program relevant to the public school program or completion of a fifth year of training leading to a bachelor's degree in library science from a school fully approved by the American Library Association; or
(3) Certification through the National Board for Professional Teaching Standards.
Allows a person who has reached the age of sixty and holds a renewable certificate, as provided in this section, to not present renewal credit but meet all other renewal requirements.
Allows up to 25 professional educators that are members of either the teachers retirement system or the defined contribution system to be designated as 21st Century Learner Fellows, which entails being employed by a state institution of higher education or a research corporation for a specific project, without forfeiting their membership in either system; requires the state Superintendent of Education to give preference to a person who is certified by the National Board for Professional Teaching Standards and demonstrates leadership within his or her content field in designating fellows; allows participation in public employee insurance programs by fellows during their fellowships; limits the responsibility of a state institution of higher education or a research corporation for a fellow's annual and sick leave earned from prior employment.
