Postsec. | House Bill 1748 amends the Education Code to transfer all powers and duties relating to the Texas governor's schools program from the Texas Education Agency and the commissioner of education to the Texas Higher Education Coordinating Board. The bill also expands the scope of the program to allow the inclusion of a fine arts curriculum, as well as the mathematics and science and humanities curricula, and it requires that the criteria for admission include grade point averages, academic standing, and extracurricular activities.

Authorizes the committee to make requests of the department of economic development. Directs the committee within three years to review the impact of the newly created higher education funding act and review a new model for the funding of higher education institutions.

Effective July 22, 2007, the Executive Director of the HECB is appointed by the Governor from a list of three names submitted by the HECB. The HECB's statewide strategic master plan for higher education and institutional plans at the four-year institutions covers a 10-year time period.Requires the board to develop a statewide strategic master plan for higher education that proposes a vision and identifies measurable goals and priorities for the system of higher education in Washington state for a ten-year time period. The board is required to update the statewide strategic master plan every four years. The plan must address the goals of: (1) Expanding access; (2) Using methods of educational delivery that are efficient, cost-effective, and productive to deliver modern educational programs; and (3) Using performance measures to gauge the effectiveness of the state's progress towards meeting its higher education goals.

| SD | Signed into law 03/2007 | P-12 | Part of this bill requires the secretary of the Department of Education shall establish seven education service agencies to provide services and leadership to school districts on a regional basis.Education service agencies are authorized to: (1) Act primarily as a service agency in providing services and programs as identified and requested by the school districts it serves, including professional development, instructional materials, educational technology, curriculum development, and alternative educational programs; (2) Provide for economy, efficiency, and cost effectiveness in the cooperative delivery and purchase or lease of educational services, materials, and products; the services may include purchasing cooperatives, insurance cooperatives, business management services, auditing and accounting services, school safety and risk prevention training, data processing, and assistance with student records; (3) Provide administrative services such as communications and public relations services, (4) Provide educational services through leadership and research and development in elementary and secondary education; (5) Work cooperatively with the Department of Education, institutions of higher education, local school districts, and other educational organizations to support, develop, and implement long-range plans and strategic goals for the enhancement of educational opportunities in elementary and secondary education; and (6) Serve, when appropriate and if funds are available, as a repository, clearinghouse, and administrator of federal, state, local, and private funds on behalf of school districts that may participate in special programs, projects, or grants in order to enhance the quality of education. Each education service agency shall have an advisory board. Creates a statewide leadership board, composed of the fiscal agent from each education service agency and a representative from the Department of Education, shall be created to establish uniform policies among the education service agencies and to allow for communication and the exchange of ideas.Each year, the Department of Education shall conduct an assessment and a performance evaluation of each education service agency and submit its findings in writing to the Legislature.
Appropriates $1.7 million from the education enhancement tobacco tax fund the regional service agencies. Appropriates from the same fund $1.5 million for career and technical education programs and $1.8 to any increases in the foundation program.
