CASigned into law 09/2008P-12Amends existing law that authorizes the Commission on Teacher Credentialing to issue certificates of English language development and bilingual-cross cultural competence to teachers who will be serving limited-English proficient pupils. Authorizes the commission to issue authorization to those credential holders. Requires candidates to demonstrate knowledge, skills and language proficiency. Authorizes candidates to demonstrate those abilities by completing approved coursework and examinations. Chapter 660.

CASigned into law 09/2008P-12Exempts from the state basic skills proficiency test an applicant for an eminence credential, and an applicant who achieves scores on specified tests sufficient to waive the specified English and mathematics placement test and examination. Extends the authority to hire a certificate teacher who has been afforded the opportunity to take the basic skills proficiency test to county offices of education. ORRejected by voters 08/2008P-12Enacts the Kids First Act; requires that pay raises for public school teachers shall be based upon each teacher's classroom performance and not related to or connected to his or her seniority; provides that if a school district reduces its teaching staff, the district shall retain the teachers who are most qualified to teach the specific subjects, which they will be assigned to teach; provides the requirements for determining most qualified teachers.

LASigned into law 06/2008P-12Renames provisions of law providing for the rights of teachers to the Teacher Bill of Rights. Provides that teachers have a right to immunity and legal defense. Provides that a beginning teacher has the right to receive leadership, including the assignment of a qualified, experienced mentor to help him or her become a competent professional in the classroom. Requires school boards to post the rights in schools and to provide a copy to parents or legal guardians. ILAdopted 01/2008P-12Strengthen recipient districts' accountability with respect to implementation of the program, chiefly by providing for some quality assurance measures regarding the teachers paid from the state funds provided. Salient among these requirements are following the established curriculum and sequence and planning to teach every day while the program is in session. The latter provision has been found to be critical because the Summer Bridges Program is compressed into a short period of time and each day of instruction is important to students' success.
