Provides that if through the state mandated process it is determined that a complaint against a teacher, administrator or other school employee is unsubstantiated, the local school system must, at the request of the aggrieved party, submit a written statement to that effect to all local print and television media outlets that published any articles or reported any news relating to such complaint against the teacher, administrator, or employee.
Directs the Professional Standards Commission to coordinate a training program on educator sexual misconduct, and requires every local superintendent to ensure that all certified staff receive such training.
Authorizes the staff of the Professional Standards Commission, without notification to the Professional Standards Commission, to immediately open an investigation submitted to the commission by a local school superintendent, with approval of the local board of education, of a complaint by a student against an educator alleging a sexual offense. Directs the Professional Standards Commission to have on staff a minimum of one investigator specifically trained in investigating educator sexual misconduct. Requires that the investigation of any complaint of sexual misconduct be completed in a maximum of 60 days.
Provides that if the Professional Standards Commission´s review of the investigative report results in a sanction against the educator, the educator must have the right to appeal the commission decision to a hearing before an administrative law judge within 90 days of the sanction.

Requires each individual completing a summer institute to have additional hours of formal instruction or assistance during the first year of teaching to reach the minimum number of clock hours. Provides that an alternative teacher certification candidate participating in the institute must not be required to participate in the teacher internship program until the second year of teaching. Requires the candidate to be assigned a teacher mentor by the grant recipient the first year of teaching, with payment of the teacher mentor coming from the summer institute grant.
Provides forgiveable loans to individuals accepted into an institute. Provides the loan will be forgiven if the participant teaches in a Kentucky public or certified nonpublic school for one year within the three years following the awarding of the loan. Also provides a stipend, equal to the loan award amount, for each individual who completes a summer institute. Provides that grant recipients and school districts may offer financial incentives to potential participants and individuals who complete an institute from fund sources other than the grant funds.
Provides that teachers' professional growth fund may be used to provide teachers with professional development that may lead to additional certification endorsements or renewal of certification. Adds that the professional development programs for which teachers may receive support from the fund must provide teacher participants with the opportunity to obtain certificate endorsements or extensions in critical shortage areas, with priority given to math and science through 2016, and in core content areas to their existing certifications through the TC-HQ process, established by the education professional standards board to meet the requirements of the No Child Left Behind Act. Deletes section regarding School Counselor levels of licensure. Adds "Returning Educator Relicensure" section to provide a process for a previously licensed educator with an expired license to renew an expired license. Provides that returning educators who previously held a Level 2 or Level 3 license must be issued a Level 1 license during the first year of employment and that, upon completion of the requirements listed in R277-502-6A, the employing LEA may recommend reinstatement of licensure at a Level 2 or 3. Provides that the returning educator's license is valid for five years. Requires returning educators who taught for fewer than three consecutive years in a public or accredited private school to complete the Early Years Enhancement requirements before moving from Level 1 to Level 2 licensure. Also adds to professional educator license reciprocity provisions to authorize an applicant with fewer than three years of previous educator experience in a public or accredited private school to be issued a Level 2 license following satisfaction of the requirements of R277-522, Entry Years Enhancements (EYE) for Quality Teaching - Level 1 Utah Teachers.
Provides the circumstances under which an individual may change or add data in the Computer-Aided Credentials of Teachers in Utah Schools (CACTUS) system. Provides that interns and student teachers are included in CACTUS. Provides that training must be provided to designated individuals prior to granting access to CACTUS. Provides that CACTUS information belongs solely to the USOE, and that the he USOE shall make the final determination of information included in or deleted from CACTUS. Provides that CACTUS data under the Government Records Access and Management Act are public information and must be released by the USOE.

Requires the Board of Education to revoke the license of any person for whom it has received a notice of dismissal or resignation pursuant to subsection F of § 22.1-313 and, in the case of a person who is the subject of a founded complaint of child abuse or neglect, after all rights to an appeal provided by § 63.2-1526 have been exhausted. In those instances when licensed personnel are dismissed or resign due to a conviction of any felony; any offense involving the sexual molestation, physical or sexual abuse or rape of a child; any offense involving drugs; or due to having become the subject of a founded case of child abuse or neglect the local school board shall notify the Board of Education within 10 business days of such dismissal or the acceptance of such resignation. The local department is required to notify the Superintendent of Public Instruction when an individual holding a license issued by the Board of Education is the subject of a founded complaint of child abuse or neglect and shall transmit identifying information regarding such individual, if the local department knows the person holds a license issued by the Board of Education and after all rights to an appeal provided by § 63.2-1526 have been exhausted. Any information exchanged for the purposes of this subsection shall not be considered a violation of § 63.2-102, 63.2-104, or 63.2-105.
