Requires a public meeting to be held and a list of materials to be made available to school districts and posted on-line. Provides for submission of materials. Authorizes a district receiving specified funds to submit recommendations of credentialed individuals to serve in the review and evaluation of instructional materials and their appointment.

UTAdopted 09/2008P-12Amends rule addressing the operating procedures of the Instructional Materials Commission. Defines "curriculum alignment" as the assurance that the material taught in a course or grade level matches the standards, objectives and assessments set by the state or school district for specific courses or grade levels. Defines
"curriculum map" as a visual representation, a tool, for assisting developers to conceptualize shared visions and values which will drive the curriculum as a whole.

Amends R277-469-8, "Agreements and Procedures for School Districts." Requires detailed Core curriculum alignment before purchase of primary instructional materials by public schools and school districts purchased after July 1, 2008. Eliminates reference to instructional materials not recommended by the commission.

IASigned into law 05/2008P-12Amends previous language to remove "voluntary model" from the establishment of core curriculum for grades 9-12, beginning with students graduating in the 2010-2011 class. Prohibits the state board from requiring specific textbooks. Requires core curriculum technical assistance and implementation strategies for districts and accredited nonpublic schools, including assistance with the development of formative and end-of-course assessments that teachers can use to measure student progress. Requires an annual report to the general assembly regarding activities, findings and student progress under the core curriculum. For the school year beginning July 1, 2008 and thereafter, district board plans must include a timeline for each student to successfully complete, prior to graduation, all components of the state-designated career information and decision-making system administered by the department in accordance with federal law (Perkins Act). The bill expands the definition of textbook to include print, electronic, online, and other manipulative-based programs. The bill reorganizes the textbook purchasing process and repeals several sections of outdated code. Also provides that if consumable materials are sold to students, the local school board must provide those materials at a reduced price, or free of charge, to students who are unable to afford them. The substitute bill requires the Department of Education (DOE) to publish the list of approved textbooks on its website and also to list the publisher and the price of the textbooks. DOE anticipates that publishing the required information on its website can be done using existing resources. The requirement for localities to provide these materials at a reduced price, or free of charge, to students who are unable to afford them is a continuation of current policy.
