Creates the Commission on Children and Youth Act. Provides for membership, appointments, goals, recommendations, and reports. Provides that the Early Learning Council must have primary responsibility for development of a five-year strategic plan for children age birth to five, and that the commission on children and youth must develop a comprehensive 5-year strategic plan for providing services to children, youth and young adults ages birth to 24. Requires that the commission's plan include specific recommendations to achieve specified outcomes related to preventive health, education completion, workforce development, social and emotional development, and civic engagement. Requires the commission to provide an interim report to the governor and general assembly by December 31, 2009. Requires that draft strategic plan be submitted to the governor and general assembly by December 31, 2010, and that a final strategic plan be submitted to the same by June 1, 2011. Requires the Department of Human Services to provide administrative support.

Requires the superintendent of public instruction to solicit six pilot districts to implement a project to inquire whther students attending their schools have health insurance. Districts selected must include urban and rural areas, and eastern and western Washington. beginning with the 2008-09 school year, the pilot districts will inquire about students' health insurance status (with parental consent). The districts, via outreach outreach organizations, will follow-up with parents regarding students without insurance to provide information on coverage options and to assist them in enrolling in a plan. The superintendent must submit a final report on the project by December 2009.

Requires local boards and private school directors to submit -- within 60 days of the start of the school year -- a list of children enrolled in kindergarten. TNSigned into law 03/2008P-12Present law allows a local education agency (LEA) to use revenues from gifts, grants, and state and local appropriations to provide an eye examinations for any child with a need for such examination but whose parent or guardian is unable to afford it. Under this bill, a LEA may, in addition to eye exams, provide hearing exams for such children. Accordingly, this bill authorizes health care professionals to indicate the need of a hearing exam on any report used to report the immunization status of a child.
