CASigned into law 10/2009P-12Authorizes the Commission on Teacher Credentialing to issue the authorization to provide services to limited-English-proficient pupils to an applicant who possesses a valid teaching credential and who holds certain certificates issued by the National Board for Professional Teaching Standards. OHSigned into law 07/2009P-12Existing law allows an individual with an alternative educator license to teach in grades 7-12. New provision allows individual holding "alternative resident educator license" to teach grades 4-12. Directs the state superintendent and the chancellor of the Ohio board of regents to jointly develop an intensive pedagogical training institute to provide instruction in the principles and practices of teaching for individuals seeking an alternative resident educator license. Requires that the instruction cover such topics as student development and learning, pupil assessment procedures, curriculum development, classroom management and teaching methodology. Replaces requirement that alternative licensure candidates complete "three semester hours or the equivalent of college coursework in the developmental characteristics of adolescent
youths and three semester hours or the equivalent in teaching methods" with requirement that all candidates complete the pedagogical training institute. Increases duration of alternative license from two to four years, (with exceptions made on a case-by-case basis to allow individuals to complete the Ohio teacher residency program), and provides for award of a professional educator license after completing, among other criteria, four years of teaching under the alternative license (prior provision called for award after two years of teaching). Adds to conditions that alternative license-holders must meet to maintain license; specifies that alternative license-holders participate in the Ohio teacher residency program and take an assessment of professional knowledge in the second year of teaching under the license. Eliminates time specification that satisfactory progress in taking and successfully completing at least 12 additional semester hours of college coursework in pedagogy and classroom management subjects be demonstrated in two years.

Section 105.01: Repeals 3319.261, which allowed an individual who otherwise qualified for an alternative educator license as an intervention specialist to be issued such license without passing a specified exam, under certain conditions. Repeals 3319.302, which allowed the state board to issue a one-year conditional teaching permit to teach grades 7-12 to any applicant who met specified conditions. Repeals 3319.304, which allowed the state board to issue a one-year conditional teaching permit in the area of intervention specialist to any applicant who met specified conditions.

UTAdopted 07/2009P-12Permits an alternative licensure candidate who has been employed as a full-time instructional paraeducator to substitute that experience for one or more pedagogy courses if the individual has been a paraeducator for at least three years, school/school district documentation indicates the applicant's experience has been successful, and the state office of education approves the applicant's experience in lieu of pedagogy courses.

Replaces "letter of authorization" with "school district/charter school specific license" in reference to practice of applying to state board to fill a position after demonstrating that other licensing routes for the applicant are untenable or unreasonable. Provides that school district/charter school specific competency-based license-holders are subject to additional USOE review based upon specified criteria. Renames the current alternative teacher program to be the one-year alternative teacher program. Requires both the one- year and 2-year alternative teacher programs to meet the Colorado performance-based standards for teachers. Requires both the one-year and 2-year programs to receive a 5-year evaluation.

Increases the required amount of work experience from two to three years to enroll in alternative placement program. Prohibits the Oklahoma Commission for Teacher Preparation from accrediting, renewing the accreditation of, or otherwise approving any teacher education program of any institution of higher education that has not implemented alternative placement programs in at least four areas of specialization, including mathematics, science and a foreign language.

UTAdopted 02/2009P-12Defines "international guest teacher (guest teacher)" as a foreign educator who has earned a public teaching credential in a foreign country and who is currently legally residing in Utah with the specific purpose to teach in Utah public schools. Provides the international guest teacher must be a resident of a foreign country that has a memorandum of understanding with the state board of education. Establishes procedures for qualified international guest teachers to be effectively hired and placed with assistance and direction from the state office of education (USOE) to encourage cultural exchange and foreign language development among public school students.

Directs the USOE, among other duties, to:
(1) Secure appropriate visas or travel and work documents for guest teachers
(2) Work with interested districts and charter schools to make schools aware of guest teachers with specific credentials and language skills and to inform guest teachers about openings in specific grade levels and curriculum areas in various geographic locations in the state
(3) Require and review a guest teacher's criminal background checks.
