Requires specified entities to comply with the California Public Records Act (i.e., an auxiliary organization created by the governing board of a community college district, the board of governors of the California Community Colleges, entities related to the California State University or University of California), but does not require these entities to disclose information obtained in the process of soliciting potential donors that has actual or potential independent economic value because it is not generally known to the public or because the individuals can obtain economic value from its disclosure or use.

Specifies that it is not the intent of the legislature to designate specified organizations as state agencies by subjecting these organizations to the requirements of the act. Exempts from disclosure under the act the names, addresses and telephone numbers of persons who volunteer services or donate to specified entities if those persons request anonymity. Provides, however, that this exemption does not apply if a volunteer or donor meets specified conditions. Also provides that it is the intent of the legislature to reject the court's interpretation of state law regarding the application of the act to auxiliary organizations, such as the CSU

CASigned into law 07/2010P-12Amends Section 33353 of the Education Code. FLSigned into law 06/2010P-12Adds the director of transportation to the list of individuals required to be notified by the school superintendent when a youth is arrested and formally charged with an alleged felony or violent crime. In addition, the principal is required to immediately notify the youth's assigned bus driver and any other school personnel whose duties include directly supervising the youth. The bill also requires that the principal and other school personnel whose duties include direct supervision of the youth be notified of the disposition of the charges against the youth. The bill authorizes educational agencies, public K-12 schools, centers, or institutions to disclose education records, without prior consent, to parties to an interagency agreement that include the department of juvenile justice, the school, law enforcement authorities, and other agencies. MDSigned into law 04/2010Postsec.Expands eligibility for the privileges against compelled disclosure of (1) the source of news or information, regardless of whether the source has been promised confidentiality; or (2) news or information not communicated to the public that was procured by a person while employed by the news media during the course of the person's professional activities. Under the bill, the privileges would extend to postsecondary students engaged in any news gathering or news disseminating capacity recognized by their schools as a scholastic activity or in conjunction with an activity sponsored, funded, managed, or supervised by school staff or faculty ("school-related activity"). The privilege applies to any news or information procured by the student in the course of pursuing the scholastic or school-related activity. If any such person disseminates a source of news information while pursuing a professional, scholastic, or school-related activity, the protection from compelled disclosure is not waived by the person. MDSigned into law 04/2010P-12Requires any public school that administers the Armed Services Vocational Aptitude Battery (ASVAB) to choose the score reporting "Option 8," which prohibits the general release of any student information to military recruiters. Each public school must also send written notice to the ASVAB representative coordinating the school's administration of the test that the school is required to choose "Option 8" and must also notify students taking ASVAB and their parent or guardian of the requirement. A student or a student's parent or guardian may choose to release the student's personal information and ASVAB score to military recruiters by individually submitting the release forms to the military services.

MDSigned into law 04/2010P-12Requires that appropriate school personnel provide the parents of a child with a disability with accessible copies of all documents relating to the development of an individualized education program (IEP) at least 5 business days before a scheduled meeting. However, documents prepared by a school psychologist or other medical professional that are to be discussed at the meeting may be provided to the parents orally and in writing prior to the meeting. Not later than 5 business days after a scheduled meeting, appropriate school personnel must provide the parents of the child with a copy of the completed IEP or, if it has not been completed, a draft copy of the IEP. ALSigned into law 02/2010P-12Provides that after determining the state board's proposed July 2009 amendment to Rule 290-4-1, creating the "Alabama Educator Code of Ethics," was ambiguous and incapable of being enforced as currently drafted, the legislative joint committee disapproved the proposed rule change and proposed a revised rule to be adopted by the board. Provides the state board of education refused to accept the recommended amendment and resubmit the revised rule while continuing to support the original proposed rule. Provides that because the state board of education refused to accept the proposed amendment and resubmit the revised rule proposed by the Joint Committee, the decision of the Joint Committee to disapprove the proposed amendment to Rule 290-4-1, entitled "Education Accountability," is sustained.
