ILSigned into law 08/2011P-12Encourages each regional superintendent of schools to offer districts the opportunity to share in joint educational or operational programs, and to urge school districts to participate in such programs when the
school district determines that such participation is fiscally prudent. Permits a regional superintendent of schools to present to a district possible services and functions that multiple schools may share or consolidate. Permits regional superintendents to share best practices with districts exploring new methods to become more financially efficient.

Directs each school district to annually complete a report, to be published on the state board Web site and district Web site, summarizing district attempts to improve fiscal efficiency through shared services
or outsourcing in the prior fiscal year. Requires that the report include the incidence of numerous specified shared service options related to both operations and instruction, and a list of potential shared services or outsourcing the district may consider or investigate for the next fiscal year, along with any anticipated barriers to implementation. Based on data supplied by districts, requires regional superintendents to annually publish a regional report summarizing district attempts to improve fiscal efficiency through shared services or outsourcing within the educational service region. Requires that this report include a list of all joint purchasing initiatives, joint agreements between districts, attempts to reduce or eliminate duplication of services and duplicative expenditures, and identification of any overlapping regional service delivery systems. Provides that for school districts required to develop and submit a deficit reduction plan to the state board, the regional superintendent of schools and the school district must jointly prepare a shared services and outsourcing plan that considers actions that may improve the district's fiscal efficiency and how future savings associated with shared services or outsourcing are to be utilized. http://www.ilga.gov/legislation/publicacts/97/PDF/097-0357.pdf

Authorizes the department to contract with an outside entity to provide quality training. MESigned into law 07/2011P-12Provides for the creation, submission, review and approval of innovation plans to establish innovative public school zones and innovative public school districts. Requires an innovative public school zone and an innovative public school district to demonstrate a system for accountability for student achievement that exceeds, but is not in conflict with, the state's accountability standards and assessment system. Allows one or more public schools within a school district to initiate the creation of an innovation plan for submission to its school board. Permits a school board to initiate and collaborate with one or more of the public schools it operates to create an innovation plan. OHSigned into law 06/2011P-12Section 9.482: Authorizes a political subdivision (including a school district), when authorized by their respective legislative authorities, to enter into an agreement with another political subdivision to allow the contracting political subdivision to exercise any power, perform any function or render any service that the contracting recipient political subdivision is otherwise legally authorized to exercise, perform or render. Establishes parameters for such agreements. Provides that employees acting outside the boundaries of their employing political subdivision while providing a service under an agreement may participate in any pension or indemnity fund established by the political subdivision to the same extent as while they are acting within the boundaries of the political subdivision, and are entitled to all the rights and benefits of

OHSigned into law 06/2011P-12Authorizes an educational service center's governing board to task an executive committee of the governing board with performing specified actions. Provides that the appointed members of an educational service center governing board may be representative of the client school districts of the service center. Establishes that if all of the local school districts that make up the territory of an educational service center have severed from the territory of that service center, the service center is dissolved and the governing board is abolished. Provides procedures relative to the dissolution of a service center.

Directs districts with an average daily student membership of 16,000 or less to enter into an agreement with the governing board of an educational service center to provide services. Permits districts with an average daily student membership of more than 16,000 to enter into such agreements. Specifies that contracts may be entered into for any services the district board and service center governing board agree can be better provided by the service center and that are not provided under an agreement established through 3313.845 http://codes.ohio.gov/orc/3313.845. ORSigned into law 06/2011P-12Allows certain school districts of an education service district to withdraw from the education service district. Requires the education service district to distribute to school districts that withdrawn the school district's prorated amount of specified funds available to the education service district. Reduces the amount of distribution to education service districts in 2011-12 and 2012-13. Directs that the withdrawing school district receive 90% of the district's prorated share of specified funds available to an education service district.

The measure creates the Office of Regional Education Services (ORES) under the direction and control of the State Board of Education, with a director of the ORES selected by the superintendent of public instruction. The ORES is directed to establish best practice policies, benchmarks, provide training and support to ESD superintendents, and make recommendations. The ORES director is allowed to enter into contracts necessary to perform the duties required by the measure. The measure establishes a formula for an amount to be transferred from the State School Fund to the Regional Education Services Account each fiscal year beginning in 2011-12. The measure provides that the ORES may expend no more than $500,000 per biennium from the account and that access monies in the account must be transferred back to the State School Fund on June 30 or each odd-numbered year for distribution to school districts. MESigned into law 05/2011P-12Exempts certain reformulated school administrative districts that did not operate a K-12 program from the requirement to maintain such a program. Clarifies that the vote regarding the closure of an elementary or secondary school in a regional school unit is required only when the school is closed for lack of need. Repeals the annual audit requirement for the purpose of approving private schools for tuition purposes. Clarifies that elementary school and secondary school closures for regional school units that have more than one secondary school must be in accordance with the procedures in state law (Me. Rev. State. Ann. tit. 20A, § 1512). Amends the language on annual student counts for school administrative units and publicly funded students in private schools or programs for reporting dates to the Department of Education according to time schedules that the Commissioner of Education established. Requires a regional service center to be formed by an interlocal agreement to receive state funding. Provides that an interlocal agreement may confirm or formalize a regional service center in operation before a certain date. Requires the state board of education to make rules regarding regional service centers.
