MEIssued 09/2011P-12Directs the department of education and the Maine Military Authority to establish a pilot program to refurbish school administrative unit school buses that meet eligibility criteria to be determined jointly by the department and the authority. Provides the governor's office will use best efforts to seek statutory changes authorizing the reimbursement of funds to school administrative units in Fiscal Year 2013 for amounts expended in Fiscal Year 2012. NHAdopted 08/2011P-12Implements alternative education programs at regional career and technical education centers or associated high schools. Adds language for 'at risk' students and for tuition and transportation for 'at risk' students as required by changes in the state law of 2007. Ed 1405 will eliminate reimbursement for bus contracts.

OHSigned into law 06/2011P-12Permits the board of a district to which the provisions of Chapter 124 of the revised code do not apply to terminate any of its transportation staff positions and enter into a contract with an independent agent for the provision of transportation services for some or all of its students. Permits a contract to be entered into only if specified conditions are satisfied (i.e., expiration of effective collective bargaining agreements, an employee whose position is terminated is permitted to fill any district vacancy for which the employee is qualified, the contract contains a stipulation that the contracting agent must consider hiring any district employees whose positions are terminated, etc.) Provides that if the board, after terminating any positions, fails to comply with the conditions specified in statute or fails to enforce on the agent specified contractual obligations, the terminations must be void and the board must reinstate the positions, fill them with the employees who filled those positions just prior to the terminations, and compensate them at a rate equal to their rate of compensation in those positions just prior to the terminations, plus any increases paid since the terminations to other nonteaching employees. Provides the employees must also be entited to back pay from the date of the terminations. Provides any employee aggrieved by the failure of the board to comply with any condition specified in statute or to enforce on the agent its contractual obligations must have the right to sue the board for reinstatement of the employee's former position.

MDSigned into law 05/2011P-12Requires that any school bus procured for use in the state on or after January 1, 2014, be constructed with materials that enable it to meet the fire safety criteria established by the National School Transportation Specifications and Procedures adopted at the most recent National Congress on School Transportation. ARSigned into law 04/2011P-12Amends transportation policies affecting open enrollment students. Authorizes the receiving districts or charters to transport students to and from the transferring district or charter school, and the cost of transporting students will be the responsibility of the transferring district or charter school. Caps transferring district/charter costs for transportation at $400 per student per year.

Declares that a district may not deny a student the ability to attend a school in the student's school district of choice under unless there is a lack of capacity at the school in the student's school district of choice. Defines "lack of capacity."

KSAdopted 03/2011P-12Allows Fort leavenworth Unified School Distrit 207 t0 transport grades 10 through 12 students who reside at Forth Leavenworth to Leavenworth High School in Unified School District 453. Requires related transportation weighting to be calculated using only students counted on September 20. Bill also changes the school finance law to redefine non-resident pupil. Non-resident pupil would be defined as a student or member of the student's family who lives 2.5 or more files from the attendance center the student would attend in the district in which the student resides. Previously was "10 miles or more". Bill clarifies that provisions of the bill would not apply to school districts located in Johnson, Sedgwick, Shawnee or Wyandotte counties.
