WASigned into law 12/2011P-12Directs the professional educator standards board to revise standards for the elementary education endorsement and middle level and secondary mathematics and science teacher endorsements as well as other subject area endorsements with STEM-related components, and establishes deadlines by which standards related to math and science must be revised. Requires that the revised standards integrate STEM knowledge and skill and be aligned with Common Core math standards, the 2009 revision of state mathematics student learning standards and performance expectations, the biology end-of-course assessment, and the 2012 student science learning standards, and next generation standards and related student performance expectations. Also requires that the endorsement standards include the concepts and instructional practices of the interdisciplinary connections with engineering and technology. Directs the professional educator standards board to revise assessments required for certification of prospective teachers and teachers adding subject area endorsements, so that these assessments measure the aforementioned revised standards. Requires the professional educator standards board, in implementing evidence-based assessment of teaching effectiveness, to require candidates for the residency certificate to demonstrate effective subject specific instructional methods that address the revised standards. Directs the professional educator standards board to revise certificate renewal rules for teachers at the elementary and secondary levels in STEM-related subjects by September 1, 2014. CASigned into law 09/2011P-12Authorizes the Commission on Teacher Credentialing to convene a workgroup to develop program standards for the issuance of a recognition of study for linked learning competence. Identifies requisite members of the workgroup. Proposes content that a successful candidate for the linked learning teacher credential may be required to demonstrate. Encourages the California State University and other teacher preparation institutions to establish goals for increasing the number of teachers prepared through linked learning programs. Encourages Beginning Teacher Support and Assessment programs to provide appropriate support, mentoring and assistance to beginning teachers teaching in linked learning programs, including candidates who are in externships. Provides a teacher with a linked learning credential is not authorized to teach subject matter content or English learners unless he/she holds an appropriate authorization or is employed on the basis of a local assignment option. ILSigned into law 08/2011P-12Effective June 30, 2012, repeals 105 ILCS 5/21-1a on teacher certification exams. Effective June 30, 2013, repeals statutory provisions on (1) teacher certification, qualifications and issuance of certificates; (2) subject endorsement on teacher certificates; (3) grades of certificates; (4) early childhood certificates; (5) required instruction for all teachers; (6) elementary, special and high school certificates; (7) alternative certification and alternative routes to teacher certification; (8) administrative certification and alternative routes to administrator certification; (9) teacher leader endorsements; (10) principal preparation programs; (11) substitute certificates and substitute teaching; (12) provisional certificates; (13) recognition of certification of teachers from out of state; (14) additional certificates for experienced employed teachers; (15) resident teacher certificates; (16) 105 ILCS 5/21-12 related to printing, seal, signature, credentials for teacher certificates; (17) annual registration fees for certificates; (18) school service personnel certificates; (19) the Illinois Teaching Excellence Program (however, this program is reauthorized in the new Article 21B).

Effective September 2013, repeals statutory provisions related to the Illinois Teacher Corps.

--Renames the State Teacher Certification Board as the State Educator Preparation and Licensure Board
--Changes the name of the certificate to the Illinois Professional Educator License. Qualified educators will be issued a professional educator license endorsed in each area and grade level for which they are eligible to seek employment in teaching, administration or school service. Each license will be valid for 5 years.
--Streamlines the 66 types of available certificates to 3 types of licenses: the Illinois Professional Educator License, the Professional Educator License with Stipulations and the Substitute Teaching License.. Each will be endorsed in specific content and grade areas. This change will make it easy for each license holder to track his/her qualifications as all endorsements will be on a single license rather than multiple certificates.
--All certificates renewing after July 2012 will be exchanged for Illinois licenses. Hard copy licenses will not be issued but the new credentials can be accessed and printed from the Educator Certification System online.
--The three license system (Initial, Standard, Master certificates) will be eliminated.
--Individuals holding National Board for Professional Teaching Standards (NBPTS) certification will get a National Board for Professional Teaching Standards designation on an existing Professional Educator License. Certification from the National Board for Professional Teaching Standards does not automatically allow an individual to teach in the area for which he/she received NBPTS certification unless the individual also has the appropriate Illinois endorsement. The designation is issued for the same validity period (10 years) as the NBPTS certification. If an individual does not renew his/her NBPTS certification, the designation will be removed from the Professional Educator License.
--New fee structure effective January 2012 for applications for license (for in-state and out-of-state educators), additional endorsements/approvals, and registration per year.
--Effective September 2014, the general administrative endorsement will not be issued. Until July 2015, an individual may convert to a principal endorsement if he/she served at least 1 full year during the last 5 years in a position requiring a general administrative endorsement.
--Substitute teacher licenses are valid for 5 years and may be renewed if the individual has passed a test of basic skills. However, if an individual has had his/her Professional Educator License or Educator License with Stipulations suspended or revoked or has not met the renewal requirements for licensure, the individual is not eligible to obtain a Substitute Teaching License.

Requires teachers holding professional certificates who work in private schools to meet the same continuing education requirements as public school teachers. CTSigned into law 07/2011P-12State Education Resource Center - Clarifies the status of the State Education Resource Center as a nonstock corporation and nonprofit tax exempt organization within the Department of Education.

Health Assessment - Allows certain medical professionals from military bases who are not licensed by the state to conduct health assessments in schools.

Data Collection Requirements - Eliminates the requirement that regional educational service centers collect and analyze data on school efforts to reduce racial, ethnic and economic isolation. Eliminates the requirement that superintendents submit data on the reduction of racial, ethnic and economic isolation in the district to the regional educational service center and instead submit such data directly to the Commissioner of Education.

International Teachers - Requires that a teacher maintain a valid J-1 Visa issued by the United States Department of State as a condition of renewal of an international teacher permit.

Magnet Schools - Requires all interdistrict magnet schools to file annual financial audits with the education commissioner.

Charter Schools - Extends, from 75 to 90 days after it receives the application, the deadline for the State Board of Education to review and vote to approve or disapprove an application to establish a state charter school. CTSigned into law 07/2011P-12Establishes a charter school educator permit and allows the education commissioner, starting in the 2011-12 school year, to waive state certification requirements and issue such a permit to a teacher or administrator who lacks certification and who is employed by a charter school, if the person meets the bill's qualifications. Limits the number of teachers and administrators who may hold permits in any year to no more than 30% of a charter school's teachers and administrators combined. Provides that a charter school educator permit allows a person to work in a charter school as a teacher or administrator and, if working as an administrator, to supervise and evaluate anyone providing instructional or pupil services in the school that employs the administrator. Makes anyone holding a charter school educator permit a member of the appropriate teachers' or administrators' unit for collective bargaining purposes. CTSigned into law 07/2011P-12Sec. 1 - Establishes a task force to address the academic achievement gaps in Connecticut by considering effective approaches to closing the achievement gaps in elementary, middle and high schools. Requires the task force to submit a master plan to the General Assembly by July 1, 2012. Provides that the task force must terminate on January 1, 2020.

Sec. 2 - Establishes an Interagency Council for Ending the Achievement Gap (the council) to assist the achievement gap task force, in the development of the master plan to eliminate the academic achievement gaps in Connecticut, implement the provisions of the master plan, and, if necessary, make recommendations for legislation relating to the master plan to the joint standing committee of the General Assembly. Directs the council to submit annual progress reports on the implementation of the master plan to the General Assembly.

Sec. 3 - Permits local or regional boards of education for schools designated as low-achieving under state law to increase the number of school sessions each year and the number of school hours each day in order to improve student performance and remove the school from the list of low-achieving schools.

Sec. 4 - Provides that the summer reading program required in priority school districts must be offered to children enrolled in kindergarten who are determined by their school to be substantially deficient in reading based on measures established by the State Board of Education. Directs each priority school district to require the schools under its jurisdiction to assess the reading level of students enrolled in kindergarten at the end of the school year and in grades 1-3 at the beginning, middles and end of the school year (assessment was previously only required in grades 1-3 at the middle and end of the school year). Required individual reading plans must be monitored by school literacy teams that will consist of, but not be limited to, teachers, school reading specialists, internal or external reading consultants, the school principal and the provider of the additional instruction. Adds kindergarten to the grade range for which priority school districts may require students found substantially deficient in reading to attend summer school.

Sec. 5 - Permits the Commissioner of Education to identify schools to participate in a pilot study for the purposes of promoting best practices in early literacy and closing the academic achievement gaps.

Sec. 6 - Provides that the required statement of educational goals (which identify specific expectations for students in terms of skills, knowledge and competence) prepared by the board of education be annually established.

Sec. 7 - Requires, on and after July 1, 2011, any person applying for a certification in the endorsement area of elementary education to achieve a satisfactory evaluation on the appropriate State Board of Education approved mathematics assessment in order to be eligible for such elementary education endorsement.

Sec. 8 - Requires, not later than July 1, 2012, the Department of Education to approve and make available model curricula and frameworks in reading and mathematics for grades prekindergarten to grade four, inclusive, for use by boards of education for school districts or individual schools identified by the department as having academic achievement gaps.

Sec. 9 - Requires the Connecticut School Reform Resource Center (the Center) to provide a program of professional development activities for teachers to educate such students that includes research-based child development and reading instruction tools and practices. Allows school corporations to meet requirements for evaluation plans by using any of the following models: A plan using master teachers or contracting with an outside vendor for master teachers; the System for Teacher and Student Achievement (TAP); or the Peer Assistance and Review Teacher Evaluation System (PAR). Specifies components that plans must include, such as annual evaluations for all certificated employees; objective measures of student achievement and growth to significantly inform the evaluation; rigorous measures of effectiveness, including observations and other performance indicators, and an annual designation of highly effective, effective, improvement necessary or ineffective; an explanation of the recommendations for improvement and the time in which improvement is expected; and a provision that a teacher who negatively affects student achievement and growth cannot receive a rating of highly effective or effective. Specifies that a teacher rated ineffective or improvement necessary may not receive a raise or increment for the following year. Provides that a student may not be instructed two years in a row by two different teachers who have been rated as ineffective in the year preceding the student's placement in that class if avoidable. Changes the process concerning how teacher contracts are canceled (affects tenure). For any teachers hired after 7/2012, teachers with a rating of ineffective are considered probationary. Probationary status for teachers hired after 7/2012 is for one year, plus a new contract. Teachers hired after 7/2012 may be dismissed for incompetence, and incompetence is defined as an "ineffective" rating on 2 consecutive evaluations or 2 consecutive "improvement necessary" ratings or "ineffective" or "improvement necessary" ratings in 3 out of 5 years. Requires notice of cancellation of a teacher's contract not earlier than May 1 and not later than July 1. Eliminates the Advisory Board of the Division of Professional Standards of the Indiana Department of Education (IDOE). Repeals references to the advisory board and the existing staff performance evaluation provisions, and makes corresponding changes to related sections. Requires the IDOE to revoke the license of a licensed school employee if the employee is convicted in another state or under federal statutes of an offense that is comparable to the felonies for which the employee's license would be revoked if committed in Indiana.

Clarifies that the Professional Standards Commission also has the authority to order criminal record checks through the Georgia Crime Information Center and the Federal Bureau of Investigation and has the authority to receive the results of such criminal record checks.

Allows school districts to offer employment contracts to teachers for one or up to two additional years (that is, a fourth or fourth and a fifth year contract) at the end of the teacher's probationary period, thus extending until the sixth year of employment the ability of the teacher to attain due process rights. (Current law states that a new teacher in a school district, area vocational-technical school or community college cannot attain due process rights in less than three years and there is no provision in current law to extend that time.) Any teacher offered a contract under the provisions of the bill would be evaluated and a plan of assistance would be written to assist the teacher meet areas needing improvement as noted in the evaluation. Before signing or rejecting the contract, a teacher would have not less than 48 hours from the time the contract is offered to review and consider the contract and plan of assistance. Additionally, the bill would require school districts to annually file a report with the State Board of Education and the House and Senate education committees, with information regarding numbers of teachers offered due process rights. The provisions related to the additional two years of probationary employment and the reporting requirements would expire on July 1, 2016.

COSigned into law 04/2011P-12To renew a professional educator license, a licensee must show that he or she completed certain professional development activities. The department of education checks to ensure that the licensee actually completed the activities and that he or she meets the statutory and regulatory requirements for professional development activities. The bill creates an affidavit of completion of ongoing professional development activities that a licensee seeking renewal will submit. The department is not required to verify the information in the affidavit. The bill also changes the license fee from an annual to a continous appropriation.

GAAdopted 04/2011P-12Directs the professional standards commission to (1) Revise its certification renewal rules so that demonstration of the impact of professional learning on educator performance and student performance is required in order for certification to be renewed, effective July 2015; and (2) Establish a task force to determine the level of evidence necessary for educators to demonstrate the impact of professional learning and how this evidence will be collected and submitted for the purposes of certificate renewal. Directs the department of education and the professional standards commission to cooperatively develop a course on educator ethics to include information on the official Georgia Code of Ethics for educators and have as one area of emphasis best practices for administering state mandated tests.

Directs the state board of education to revise its professional learning rules so that it is the responsibility of principals, district and state leaders to ensure teacher opportunities for professional learning that (1) reflect the findings of the House Study Committee on Professional Learning and (2) are consistent with major research findings and best practices regarding professional learning. Directs the state board to align its rules with the new Professional Standards Commission certification renewal rules requiring the demonstration of the impact of professional learning on educator and student performance when the commission's rules take effect. Directs the department of education to establish the Professional Learning Rules Task Force, in order to review current state board of education professional learning rules, review current research regarding professional learning, and provide suggestions for revisions to the rules and for implementation. Establishes the membership of the task force. Directs the task force to present recommendations for professional learning rules to the state board by July 1, 2013. Requires that recommendations be included in revisions to the state board professional learning rules and be adopted by June 30, 2015. Directs the department of education to provide written guidance aligned to revised state board of education professional learning rules.

OKSigned into law 04/2011P-12The measure allows any person employed as a full-time teacher by an Oklahoma school district in the last five years to be employed as a substitute in another district without a new national criminal history background check if the teacher provides a copy of a national criminal history background check completed in the last five years. The teacher also must provide a letter from the previous school district stating that he or she left in good standing.

KYSigned into law 03/2011P-12Specifies that any active duty military personnel must be kept in good standing by the administrative body with which he/she is licensed or certified, provided that, at the time of activation, the member was in good standing with a state administrative body, and was duly licensed to engage in his/her profession in the Commonwealth. Requires that any active duty military personnel's certification or licensure must be renewed without payment of fees or obtaining continuing education credits when circumstances associated with military duty prevent obtaining training, and a waiver request has been submitted to the appropriate administrative body. Provides the license or certificate must be continued as long as the holder is an active duty member of the military, and for a period of six months after discharge from active duty.

MNSigned into law 03/2011P-12Directs the Board of Teaching to require teacher preparation programs, including alternative teacher preparation programs, to include in the preparation program a board-approved content-specific and performance-based assessment that measures teacher candidates in three areas: planning for instruction and assessment; engaging students and supporting learning; and assessing student learning.

Defines "highly qualified" teacher to include teachers holding a valid teaching license under the section establishing an alternative teacher preparation program, among other licensed teachers.

Directs the Board of Teaching to establish criteria and streamlined procedures to recognize the experience and professional credentials of a person holding an out-of-state diploma or degree from an accredited out-of-state teacher training program and to allow that person to demonstrate to the board his or her qualifications for receiving a Minnesota teaching license based on board-adopted performance measures.

To improve academic excellence and ethnic and cultural diversity and close the academic achievement gap, requires the Board of Teaching to approve qualified alternative teacher programs that offer teacher candidates a two-year limited term license, which may be renewed one additional year, and a means of acquiring a five-year standard license. Outlines the requirements, characteristics of, approval process, and other administrative details of the alternative teacher preparation program and limited-term teacher license.

Repeals the current statutory section, Minnesota Statutes, section 122A.24, governing alternative teacher licensure.

Provides a legal duty for school superintendents to report incidences of sexual involvement of school employees with a student, and provides criminal penalties for failure to report.
