Amends various provisions regarding the disposal of state surplus or salvage property. Requires a state agency that determines it has surplus or salvage property to inform the Texas Facilities Commission so that the method of disposal of the property may be determined. Permits the commission to contract with a private vendor to assist in sale of the property. Provides that if surplus or salvage data processing equipment (http://www.statutes.legis.state.tx.us/Docs/GV/htm/GV.2054.htm) of a state agency, state eleemosynary (charitable) institution or an institution or agency of higher education is not disposed of according to specified statutory provisions, the state agency must transfer the equipment to a district or open-enrollment charter school, an assistance organization specified by the district, or the Texas Department of Criminal Justice. Prohibits the state eleemosynary institution or institution or agency of higher education or other state agency from collecting a fee or other reimbursement from the district, school, assistance organization, or department of criminal justice for the surplus or salvage data processing equipment. Provides that if a state agency is abolished, the commission must take custody of all of the agency's property or other assets unless other law or the legislature designates another appropriate governmental entity to take custody of the property or assets.

VTSigned into law 05/2011P-12This section requires the Department to report to the legislature on current and planned use of technology and Internet services in public schools, including 1) each school's type of Internet service (speed of connection, service provider, projected upgrades); 2) efforts to increase the availability of individual learning opportunities, dual enrollment, online and other alternative learning programs; 3) expansion of flexible learning environments, including efforts to develop and increase opportunities with out-of-state providers; 4) results of the department's research concerned the possible developoment of a statewide open document format that could be standadized across the K-12 structure, including consideration of tools available, security risk inherent in each, and the viability of state agencies to join efforts to help standardize systems and reduce costs on proprietary software and solutions; 5) implementation of the department's communication and collaboration tool during the summer of 2011; 6) review by the department and the state board of the school quality standards and consideration of amendments focusing on the continued evolution of teaching and learning supported by technology.

IDSigned into law 04/2011P-12Requires the State Board of Education to create digital citizenship standards, and to consider adding online courses as a graduation requirement for the class of 2016.

Creates a task force to study and develop plans for implementation of online courses, one-to-one mobile computing devices and other advanced technology in the classroom. The task force will include superintendents, principals, classroom teachers, educational technology experts, representatives of the business community, leaders of educational stakeholder groups and legislators.

IDSigned into law 04/2011P-12Provides high school teachers with mobile computing devices first in the rollout beginning with the 2012-2013 school year. Provides one-third of high school students access to mobile computing devices beginning with the 2013-2014 school year until all students have access to such devices by 2015-2016. The state will pay for the repair, maintenance, security and support of the devices from the overall budget determined by the legislature. Districts will determine how students utilize the devices. Districts that already have one-to-one computing device ratios will be allocated discretionary funding instead of devices. Requires the State Board of Education to create digital citizenship standards, and to consider adding online courses as a graduation requirement for the class of 2016.
