CAAdopted 08/2012Postsec.Resolves that the Assembly unequivocally condemns all forms of intolerance, including anti-Semitism, on public postsecondary educational institution campuses in California. Resolves that the Assembly recognizes recent actions by officials of public postsecondary educational institutions in California and calls upon those institutions to increase their efforts to swiftly and unequivocally condemn acts of anti-Semitism on their campuses and to utilize existing resources, such as the European Union Agency for Fundamental Rights' working definition of anti-Semitism, to help guide campus discussion about,

ILSigned into law 08/2012Postsec.Extends deadline for fire-sprinker system in a postsecondary dormitory from 2013 to September 2014 for institutions that file a compliance plan with the Office of the State Fire Marshal that is approved by January 1, 2013. FLIssued 05/2012Postsec.Establishes the Blue Ribbon Task Force on State Higher Education Reform. Provides the responsibilities of the task force include, but are not limited to:
(1) Cataloging and consolidating the recommendations of the various efforts related to Florida's state university system
(2) Assessing strengths and weaknesses of the state university system's governance model related to its constitutional charge
(3) Analyzing the ability of state universities to contribute to the state university system's 2012-2025 strategic plan
(4) Recommending strategies, such as incentive systems and governance improvements, to encourage cooperation between institutions leading to reduced duplication and improved efficiencies
(5) Recommending amendments to statutes and regulations necessary to improve state universities' accountability and transparency to the board of governors, and the board of governors' accountability and transparency to the legislature and governor
(6) Conducting a review and analysis of efforts to achieve national preeminence and academic and research excellence by Florida universities, including elements that may be considered for future legislation to advance higher education.

Directs the task force, no later than November 15, 2012, to provide a written report to the governor, senate president, and speaker of the house detailing assessments and recommendations related to the above. MNSigned into law 05/2012Postsec.Requires a public postsecondary institution to grant a waiver from the institution's required student health plan, if requested by a student.

Adds categories of students to the types of students who are not required, under current law, to have a statement of immunization on file with the public or private postsecondary institution as a prerequisite to enrolling, subject to exemptions provided in law. Specifically excludes students attending only extension, online, or evening or weekend adult accelerated programs.

Requires MnSCU institutions to compile course schedules with all course materials required and recommended for each course. The course schedule must include, to the extent practicable, information now required of bookstores. Course schedule information must be available on the institution's Web site. Makes notification to the campus bookstore of selected course material mandatory for MnSCU academic departments or instructors. Also requires the notice of selection must be provided to the bookstore and students 45 days, instead of 30 days, before the start of the term in which the selected material will be used. Requires notice 45 days prior to the start of the term if an earlier version of a book is an acceptable substitute for a new edition.

Increases from $300 million to $405 million the maximum amount of the aggregate principal of revenue bonds issued by MnSCU.

Changes "individual" to "person" to accommodate trusts as a designated account owner in the Minnesota college savings plan.

Exempts postsecondary schools offering only avocational, recreational, or remedial subjects from having to be licensed as a private career school if, before August 1, 2008, its name included academy or institute.

Expands the safety officer survivor educational grant program to include grants for graduate education. Sets the maximum award for graduate education at the tuition maximum for four-year programs as set in session law.

Requires the MnSCU board of trustees to establish a work group to study methods to reduce the cost of textbooks for students, including alternative textbook delivery methods, cross-campus delivery, and expanded use of e-books to provide textbook cost savings. Specifies the groups that must be represented on the task force.

Requires the Minnesota Board of Teaching to report to the legislative committees with responsibility for K-12 and Higher Education with recommendations for eliminating lower priority tests to offset the fees charged to students for the new teacher performance assessment.

TNVetoed 05/2012Postsec.Prohibits state higher education institutions and private institutions receiving more than $24 million in state subsidies from denying equal access or fair opportunity to any student organization on basis of religious content. Provides religious student organizations may determine their leaders and limit participation among non-adherents.
