AKSigned into law 12/2012Postsec.Renames the Alaska merit scholarship to the Alaska performance scholarship and makes changes relating to the scholarship and tax credits. Establishes accounts and a fund for those purposes. Increases student eligibility rates over time from 28% to 44% of high school graduates. For institutions to qualify, adds additional requirements: That each such institution has an advisory program established for incoming students that provides counseling related to course selection, career choice, and personal challenges; and provides courses and credits that can result in the issuance of a degree or certificate available at the institution within a time frame expected for that degree or certificate.

ILSigned into law 07/2012Postsec.Amends provisions regarding scholarships for foster youth. Former language limited scholarship eligibility to children under care, or children formerly under care who have been adopted or in the subsidized guardianship program. New language replaces references to "children" with "youth," replaces reference to "subsidized guardianship program" with "in guardianship placement," and explicitly extends scholarship eligibility to youth who aged out of care at age 18 or older. Former language required eligible scholarship candidates to have completed 4 years in an accredited high school. CASigned into law 06/2012Postsec.From sections 45, 47, 48 of bill summary: Commencing with the 2013–14 award year, sets maximum tuition award amounts for Cal Grant A and B awards for new recipients attending private for-profit and nonprofit postsecondary educational institutions. Requires the renewal award amount for a student whose initial award is subject to one of those maximum award amounts to be calculated pursuant to specified law. Existing Cal Grant Program prohibits an applicant from receiving one or a combination of Cal Grant awards in excess of a specified amount and from obtaining a baccalaureate degree before receiving a Cal Grant award,
except in the case of Cal Grant T awards (http://www.csac.ca.gov/doc.asp?id=103). New provisions remove the exception for Cal Grant T awards and allow a recipient who initially qualified for both a Cal Grant A award and a Cal Grant B award, and received a Cal Grant B award, to be awarded a renewal Cal Grant A award if that recipient subsequently became ineligible for a renewal Cal Grant B award and meets the applicable Cal Grant A financial need and income and asset criteria. Existing Cal Grant Program provisions entitle a student transfering from a California community college to a qualifying baccalaureate-granting institution to receive a Cal Grant A or B award if the student meets specified criteria. New provisions additionally require that student to have attended a California community college in the academic year immediately preceding the academic year for which the award will be used; provides exceptions.

COSigned into law 06/2012Postsec.Allows the Colorado commission on higher education to take into account the rigor of a student's high school courses in establishing academic
admission standards for state institutions of higher education. Directs the commission to ensure the remedial education policy is aligned with the
academic admission standards, and therefore allows multiple measures for admissions and course placement. In setting the standards for remedial
education, the commission may differentiate the mathematics requirements based on a student's chosen area of study. While only certain institutions
may provide remedial courses, the commission may authorize other institutions to provide supplemental academic instruction for students who enroll
in credit-bearing courses but are identified as having limited skill deficiencies.

Under current law, the commission is charged with recommending a performance funding model for institutions. The bill directs the commission, in
preparing its recommendations, to analyze the effects of differentiated Colorado opportunity fund (COF) stipend amounts and of limiting the funding
for credit hours taken in excess of a certain limit. The bill lowers the existing lifetime limit on eligibility for COF stipends, and a student cannot receive
a COF stipend for any course for which the student has received an incomplete 2 or more times.

KSSigned into law 06/2012Postsec.Replaces the existing Vocational Education Scholarship with the new Career Technical Workforce Grant program. The grant would be available to eligible students who enrolled in or have been accepted for admission to an eligible career technical education program that offers a program characterized by high cost, high demand or in a critical industry field program, operated by a designated Kansas educational institution. A grant for a fulltime student would be up to $1,000 per year, but could not exceed the cost of tuition and fees. MNSigned into law 05/2012Postsec.Requires a public postsecondary institution to grant a waiver from the institution's required student health plan, if requested by a student.

Adds categories of students to the types of students who are not required, under current law, to have a statement of immunization on file with the public or private postsecondary institution as a prerequisite to enrolling, subject to exemptions provided in law. Specifically excludes students attending only extension, online, or evening or weekend adult accelerated programs.

Requires MnSCU institutions to compile course schedules with all course materials required and recommended for each course. The course schedule must include, to the extent practicable, information now required of bookstores. Course schedule information must be available on the institution's Web site. Makes notification to the campus bookstore of selected course material mandatory for MnSCU academic departments or instructors. Also requires the notice of selection must be provided to the bookstore and students 45 days, instead of 30 days, before the start of the term in which the selected material will be used. Requires notice 45 days prior to the start of the term if an earlier version of a book is an acceptable substitute for a new edition.

Increases from $300 million to $405 million the maximum amount of the aggregate principal of revenue bonds issued by MnSCU.

Changes "individual" to "person" to accommodate trusts as a designated account owner in the Minnesota college savings plan.

Exempts postsecondary schools offering only avocational, recreational, or remedial subjects from having to be licensed as a private career school if, before August 1, 2008, its name included academy or institute.

Expands the safety officer survivor educational grant program to include grants for graduate education. Sets the maximum award for graduate education at the tuition maximum for four-year programs as set in session law.

Requires the MnSCU board of trustees to establish a work group to study methods to reduce the cost of textbooks for students, including alternative textbook delivery methods, cross-campus delivery, and expanded use of e-books to provide textbook cost savings. Specifies the groups that must be represented on the task force.

Requires the Minnesota Board of Teaching to report to the legislative committees with responsibility for K-12 and Higher Education with recommendations for eliminating lower priority tests to offset the fees charged to students for the new teacher performance assessment.

TXAdopted 05/2012Postsec.Amends provisions for Scholarships for Students Graduating in the Top 10 Percent of Their High School Class. From Texas Register:
--§22.197: Provides a better definition for the term "financial need" as used in this sub-chapter.
--§22.198: Lists requirements that must be met by institutions in order to participate or continue to participate in the program and repercussions for failure to do so. The requirements include such things as exercising no discrimination in the identification of award recipients, maintaining a current agreement with the Coordinating Board to abide by the rules and regulations of the program, notifying the Coordinating Board staff and their students if they are placed on probation by their accrediting agency, maintaining adequate records for the disbursement of funds to eligible students, and meeting all program reporting re-quirements in a timely manner. The repercussions for failure to follow program requirements include required refunds to the Coordinating Board of program funds and submission to program reviews.
--§22.199: Clarifies the requirements that stu-dents receiving an initial Top 10 Percent Scholarship award must meet, including: (1) graduation from a public or private high school in Texas while ranked in the top 10 percent of the grad-uating class; (2) submission of the Free Application for Federal Student Aid (FAFSA) in time to generate the Central Process-ing System (CPS) results in a non-rejected status or the Texas Application for State Financial Aid (TASFA) to the financial aid office by the deadline set each year by the Coordinating Board; (3) full-time enrollment as of the census date; and (4) registration with Selective Service or being exempt from that registration.
--§22.200: Brings the section title more into alignment with its contents and revises subsection (c) to clarify that each year the Coordinating Board will establish a deadline by which students must submit their FAFSA or TASFA. Also clarifies that this deadline defines two "priority" levels of applicants. The Coordinating Board will process vouchers for students in the first "priority" level and then determine if additional funding is available to process vouchers for students in the second "priority" level. Obsolete language in subsection (c) was removed since high schools are no longer responsible for submitting to the Coordinating Board the names and addresses of potential award recipients. New language was added to indicate all awards are for the fall semester or terms only and that no student may receive more than four awards through the program.
--§22.201: Clarifies how students can qualify for continuation awards, which students can qualify for extensions to the four-year award limit, and the documentation that institutions must keep for students granted an extension. Also explains that completing a bachelor's degree terminates a student's eligibility to receive additional awards.
--§22.202: Clarifies the process by which institutions request funds from the Coordinating Board.

Course options are specified for each area of study. Clarifies that Advanced Placement courses meet the curriculum requirements for this section. Permits the department to conduct desk audits of the curriculum of a district that determines that students are eligible for a scholarship award. ORSigned into law 03/2012Postsec.Calls on the Higher Education Coordinating Commission shall work with the State Board of Higher Education, community college districts and independent for-profit and not-for-profit institutions of higher education carry out the goal of increasing the number of students who receive academic credit for prior learning through a variety of avenues. "Prior learning" is defined by the knowledge and skills gained through work and life experience, through military training and experience and through formal and informal education and training from institutions of higher education in the United States and in other nations. An annual report on the progress of meeting the goals should be submitted no later than December 1 of each calendar year.

Provides that the Higher Education Coordinating Commission will prepare a report for the Legislative Assembly that proposes a partnership with Western Governors University,
an on-line, competency-based university to provide enhanced postsecondary access and financial aid, and submit a report to the legislature by November 1, 2012.

From February 24, 2012 Texas Register (page 50 http://www.sos.state.tx.us/texreg/pdf/backview/0224/0224adop.pdf): Clarifies that eligible veterans residing out of state solely due to their own (or their spouses') military orders are excluded from the provision that requires veterans to reside in Texas during the semester or term for which the exemption is claimed. Clarifies that these requirements are for veterans who claim the benefit for the first time beginning fall 2011. Indicates that an eligible veteran who wishes to assign his/her unused hours to a child through the Hazlewood Legacy Program must reside in Texas or must prove that he/she is eligible for the exception due to military orders, and provide documentation to prove his/her domicile in Texas.
