| CA | Vetoed 09/2012 | Community College | From bill summary: Authorize the board of governors of the California Community Colleges, once sufficient funding becomes available, to establish a competitive grant pilot program to evaluate a public-private partnership model designed to accomplish specified objectives relating to business development and job creation. Requires the board of governors to select partnering community college districts and private entities
to participate in the pilot program that best demonstrate the ability to fulfill those objectives and specified agreement requirements that the bill would impose. Upon completion of the pilot program, requires specified entities to prepare and post a written summary on the community college district's website. Provides that the pilot program only would be operative if the legislature appropriates funds expressly, or if sufficient private funding is received, whichever comes first. The funds in the gap tuition assistance fund are appropriated to the department of education for the gap tuition assistance program. Provides $5 million for Skilled Workforce Shortage Tuition Grants.

This rule also requires the institutional review of all degree programs within a cycle of eight years and submission to the Board of Higher Education of a summary of each review. The reviews should lead to continuation of strong programs, corrective measures to address problem areas, and suspension or elimination of less effective programs.
From Illinois Register: The proposed amendments are based around 4 themes: (1) tightening requirements prior to approval through use of more specific definitions; (2) increasing transparency and accountability through new specific requirements related to consumer information disclosure and essential data elements; (3) tightening and publicizing the post-approval review process by using automatic triggers for review driven by data, complaints, and public disclosures such as adverse actions of accrediting bodies and federal and state authorities; and (4) administrative procedural changes. Amends provisions relating to maximum property tax levy rates authorized to be levied by community college areas. Assigns certain duties to the Coordinating Commission for Postsecondary Education with respect to the Community College Aid Act and authorizes the Commission to adopt and promulgate related rules and regulations. Also creates the Nebraska Community College Student Performance and Occupational Education Grant Committee and sets membership. Gives this committee more authority in developing guidelines for grants and allows determination of allocation of funds (within certain parameters).
