For institutions to qualify, adds additional requirements: That each such institution has an advisory program established for incoming students that provides counseling related to course selection, career choice, and personal challenges; and provides courses and credits that can result in the issuance of a degree or certificate available at the institution within a time frame expected for that degree or certificate.

Revises the requirements for issuance of a limited career or technical education certificate (Type M), to include, a period of validity limited to 1 year (previously 4 years) with options for extension following the passage of a teacher competency exam; requires evidence of satisfactory completion of three semester hours of credit related to specialty area, 135 hours of work experience in the specialty outside of work with students, and evidence of satisfactory teaching performance for certificate renewal; demonstration of subject matter competency by submitting two letters of recommendation verifying the applicant's length of experience and competency in the specialty; and possessing an industry certification in the career or technical specialty, or having completed four or more years of full-time work experience in the specialty, for which not more than two years of formal training at a trade school, technical institute, or similar institution may be substituted; and the passage of a criminal background check. Relating to prevention and evaluation of and liability for concussions in student athletes. Sec. 14.30.142 is amended to read: The governing body of a school district shall consult with the state school activities association to develop and publish guidelines and other information to educate coaches, student athletes and parents of student athletes regarding the nature and risks of concussions. Guidelines developed under this section must include a description of the risks of return to play and standards for return to play. A student who is expected of having sustained a concussion during a practice or game is to be immediately removed from the practice or game and the student may not return to plan until having been evaluated and cleared for participation in writing by a qualifed person who has received training and is currently certified, as verified in writing or electronically by the qualified person, in the evaluation and management of concussions. "Qualified person" means either a licensed health care provider or a person acting at the direction and under the supervision of a licensed physician. Effective date 08/25/11.

Resulting from report on 2/11/10 to the governor of earlier transportation task force. Recommendation from that task force proposed reconstitution of the task force to complete the work started with the initial effort and to perform additional tasks. The Governor's Coordinated Transportation Task Force is to serve as advisory committee to the governor to develop policy and procedural recommendations for existing programs of state, federal and local agencies that provide or coordinate community-based transportation services in communities in the state for persons with special needs or special circumstances in programs administered primarily through the Department of Transportation and Public Facilities, the Department of Health and Social Services, the Department of Education and Early Development, the Department of Labor and Workforce Development, the Department of Commerce, Community and Economic Development, the Department of Military and Veterans' Affairs, the Alaska Commission on Aging, the Governor's Council on Disabilities and Special Education and other agencies. The task force shall perform the following duties: (1) Gather detailed information on: (a) customer bases served; (b) the manner and type of service provided; (c) the costs for each program; and (d) the range of financing available to state, federal, and local government agencies and private entities that administer or support community-based transportation services for persons with special needs or special circumstances; (2) Analyze and make recommendations to determine improved ways agencies and private entities can coordinate and combine services to achieve cost savings in the state's largest city and in other communities as the task force's resources permit; (3) Perform a needs assessment to quantify transportation demands for persons with special needs or circumstances and recommend the removal of barriers that prevent coordination of these services to meet those demands; (4) Generate a draft coordinated transportation action plan that articulates a shared statewide vision of human service public transportation and formulates the recommendations of the first report into outcome-based strategies; (5) Review existing federal-aid programs related to urban, rural and tribal transit services and propose strategies for the Administration to pursue as part of the reauthorization of the new federal surface transportation program; (6) Recommend specific strategies to implement the urban, rural and tribal elements of the new federal surface transportation program; (7) Propose draft legislation or other strategies that support the coordinated infrastructure use of state, federal and local resources; (8) Propose changes that would allow for federal transportation activities and funding to be coordinated with the efforts of state, local and private organizations; and (9) Prepare and issue a final report, including recommendations, concerning the duties set out in this Order. The task force shall forward its final report to the Governor on or before January 15, 2012 or 18 months after the effective date of this order, whichever is later. The task force ceases to exist on the date that the report is forwarded to the governor.

The Department of Education & Early Development proposes to adopt regulation changes in Title 4 of the Alaska Administrative Code, 4 AAC 06.775(i) having to do with the Nonstandardized Assessment Administrative Manual. The district's special education director or superintendent must approve the determination that a student is eligible for the nonstandardized assessment. If eligible, the district must apply to the state department of education for approval of a nonstandardized assessment. The district must file the request for approval no later than September 30 of the school year in which the student expects to graduate. If approved, the district must administer the assessment as provided in the Participation Guidelines and sent it to the department for review no later than March 15. The department will follow the procedures described in the Guidelines to determine whether the student has passed the assessment and they will evaluate the nonstandardized assessment under the department's document Alaska Nonstandardized Assessment Administrative Manual, dated June 2005 and adopted by reference.

Adds sections that clarify and expand the department's role in the school and district improvement process. New code requires a district to submit a district improvement plan to the department for approval not later than 90 days after designation as needing improvement under 4 AAC 06.835(b). In developing the district improvement plan, a district shall: 1) cover a two-year period; 2) consult with parents, school staff and other interested persons; 3) incorporate scientifically based research strategies that strengthen the core academic program in the schools served by the district; 4) identify actions that have the greatest likelihood of improving the achievement of students in meeting the academic performance requirements in 4 AAC.06.810; 5) address professional development needs of the instructional staff; 6) include specific measurable achievement goals and targets for all students collectively and each subgroup of students; 7) address the fundamental teaching and learning needs in the schools of the district, and the specific academic problems of low-achieving students, including a determination of why any of the district's prior plans failed to bring about increased student academic performance; 8) incorporate, as appropriate, activities before school, after school, during the summer, and during an extension of the school year; 9) specify the responsibilities of the department under the plan, including specifying the technical assistance to be provided by the department; and 10) include strategies to promote effective parental involvement in the school.

The reemployment of certain retired members of the teachers' and public employees' retirement systems provide a valuable tool for school districts and public employers to manage workforce shortages, especially in teaching positions and job classes that require specialized knowledge and skills. The legislature also finds that school districts and public employers must plan to meet their future workforce needs without reliance on retired workers. In extending the termination date of the reemployment provisions, it is the intent of the legislature to allow school districts and public employers to continue to use this management tool, while developing plans that address the knowledge, skills, and abilities that need to be transferred or developed to assure the work can be accomplished when the reemployment provisions terminate. It is the intent of the legislature that all participation in the retiree reemployment provisions by employers and reemployed retirees will end on July 1, 2009, unless that date is extended by law. The legislature also finds that there have been unintended consequences resulting from iplementation of the retiree reemployment provisions, including an increase in the unfunded liability of the retirement systems and the failure to realize savings in the health expenses of the retirement systems as a result of the practice of some employers of withdrawing health and medical coverage for reemployed retirees. It is the intent of the legislature that employers that benefit from the provisions of the retiree reemployment provisions pay any increase in unfunded liability that results to the retirement systems and that employers provide reemployed retirees with the same health and medical benefits provided to other active employees. A teacher hired to work as a full-time teacher who makes the election to continue to receive benefit payments may not receive retirement medical benefits during reemployment but, instead, is to be covered under the medical coverage provided by the employer to active teachers. A school may not exempt or excuse more than 3% of the total number of students enrolled in a grade. The school will receive zero points for students who are accountable but who did not participate, above 3% of the students enrolled in the tested grades; (3) The Status Index for each content area is calculated by adding the total number of points and dividing by the total number of students accountable. (4) The Benchmark Status Index for the school is calculated by adding the total number of index points across all content areas, and dividing by the number of content areas.

(B) advertising in one or more newspapers of general circulation; and (3) official transcripts and a letter from an approved teacher training program, evidencing that the person for whom the waiver is requested (A) has completed a minimum of nine semester or 12 quarter hours of special education coursework; and (B) is enrolled in an individualized special education training program that will qualify the person to receive a special education endorsement. May be renewed for up to three years as long as annual evidence that applicant continues to be enrolled in and is making satisfactory yearly progress on the individualized special education program set out in the application, and can complete the program within three years.
