Requires that all moneys in the special fund be used for the new construction and upgrade of 21st century school facilities, and the retrofit and upgrade of existing school facilities to meet 21st century school standards. Directs the department of education and the Hawaii High School Athletic Association to develop a concussion educational program that includes (1) educating specified stakeholders, including students, parents, and coaches, about the signs and symptoms of a concussion and procedures to follow in a suspected concussion; (2) annual educational sessions on concussions for coaches and athletic trainers; (3) mandatory removal from athletic activity for student demonstrating signs of a concussion; (4) need for licensed health provider to evaluate student and determine whether student may return to an athletic activity; (5) monitoring of student's return to physical activity by school's certified athletic trainer. Establishes guidelines for a high school concussion awareness program to be implemented in every Hawaii High School Athletic Association member high school (public and private). Permanently establishes within the department of transportation the safe routes to school program to, among other purposes, enhance traffic safety around schools, and enable and encourage children to walk and bicycle to school. Creates the position of safe routes to school program coordinator to serve as a central point of contact for the program. Directs a county designated office to provide safe routes to school funds for school-based and community-based workshops and infrastructure and non-infrastructure projects that will reduce vehicular traffic and congestion, encourage walking and bicycling, and promote health and safety around schools. Requires that Implementation of the county safe routes to school program take specified needs into consideration. Identifies components that county sate routes to school program grant proposals must address. Directs the director of transportation to develop streamlined program processes, and to annually report to the legislature on teh status and progress of the safe routes to school program before each legislative session. Establishes a safe routes to school program special fund. Assesses a surcharge of $25 for violations of speeding in a school zone and a $10 surcharge on various traffic violations and deposits these surcharges into the safe routes to school program special fund. Choice of Schools--Charter Schools

Repeals existing charter school laws and establishes a new chapter governing charter schools based on the recommendations of the Charter School Governance, Accountability, and Authority Task Force established by Act 130, Session Laws of Hawaii 2011. Maintains the charter school administrative office until July 1, 2013. Transfers all funds in the charter schools account established pursuant to section 302B-12(i), HRS, to the general fund. The new charter school laws establish the state public charter school commission, and grants the commission statewide chartering jurisdiction and authority. Establishes mandatory and recommended qualifications of commission nominees. Permits the commission to authorize charter schools anywhere in the state. Establishes entities that may apply to the board of education for statewide, regional, or local chartering authority. Directs the board of education to establish by rule the annual application and approval process for all entities eligible to apply for chartering authority; directs the board not to approve any application for chartering authority until July 2014 or the board adopts rules, whichever is later. Identifies required contents of an application for authorizing authority. Establishes term and content of an authorizing contract. Establishes authorizer powers, duties, and liabilities. Establishes principles and standards for charter authorizing, including that all authorizers are required to develop and maintain chartering policies and practices consistent with nationally recognized priniciples and standards for quality charter authorizing in all of 5 enumerated areas of authorizing responsibility. Establishes authorizer annual reporting requirements. Prohibits an employee, trustee, agent, or representative of an authorizer from simultaneously serving as an employee, trustee, agent, representative, vendor, or contractor of a charter school authorized by that authorizer. Establishes procedures regarding optional charter school purchasing of services from authorizer. Makes the board of education responsible for overseeing the performance and effectiveness of all charter school authorizers. Establishes board procedures for addressing issues with authorizers, including for revocation of an entity's authorizing authority and transfer of entities authorizing power to other authorizers. Establishes considerations and criteria for charter school governing board members and boards, including boards' powers and duties.

Creates procedures for establishing start-up and conversion charter schools, including required content of charter application. Provides the board of education with the power to decide appeals of authorizer denials of charter application or reauthorization, or authorizer revocation of charters, and specifies the board must serve as final arbitrator of such appeals. Requires performance provisions in the charter contract to be based on a performance framework that clearly sets forth the academic and operational performance indicators, measures, and metrics to guide the authorizer's evaluations of each charter school; defines areas for which, at a minimum, indicators, measures, and metrics must be set. Sets additional requirements for performance frameworks. Requires each charter school to set annual performance targets in conjunction with the school's authorizer. Directs authorizers to manage all assessment data for each charter school it oversees, in accordance with the performance framework. Provides relative to authorizers' ongoing oversight responsibilities. Requires each authorizer to annually publish a performance report for each school it oversees. Establishes authorizers' duties and authority in the event of a charter school's unsatisfactory performance or legal compliance, or in the event that corrective action or sanctions are required. Establishes procedures for authorizer renewals, revocations, and nonrenewals of charters. Establishes procedures for charter school closure and dissolution, and for transfer of a charter contract and of oversight of that charter school, from one authorizer to another. Directs the board of education to provide the governor, legislature, and the public with an annual report on charter schools, addressing performance, funding and other specified elements.

Directs the state board of education to establish minimum standards for reporting fiscal, personnel, and student data from charter schools to the department. Establishes procedures regarding charter school occupancy and use of vacant or available public school facilities. Exempts charter schools from certain provisions of Hawaii Revised Statutes; identifies provisions from which charter schools are not exempt. Confirms civil service status of civil service employees in schools that convert to charter schools, and provides charter school employees full participation in state retirement, workers' compensation,
unemployment insurance, temporary disability insurance, and health benefit systems. Provides relative to administration of workers' compensation claims for charter school employees. Specifies funding mechanisms for charter schools. Directs charter schools to elect whether to receive allocations calculated according to the weighted student formula allocation. Permits charter schools, through their authorizer, to propose to the state board of education an alternative weighted student formula.

Establishes department responsibilities toward charter schools, including development of a technical assistance system. Provides that if a charter school is unable to provide all of the required services for a student's free appropriate public education (FAPE), the department must provide services as determined by the student's individualized educational program (IEP) team. Provides additional department duties regarding the provision of special education services in charter schools. Provides legislative findings. Establishes the executive office on early learning, to be temporarily placed in the office of the governor, and permanently established within the department of education for administrative purposes only, effective July 2015. Establishes a director of the executive office on early learning, and requirements for and duties of the director. Establishes the duties of the executive office on early learning in developing the state's early learning system, including among others: (1) Establishing additional early learning programs and services, including public and private partnerships; (2) Establishing policies and procedures governing the inclusion of children with special needs; (3) Developing incentives to enhance the quality of early learning programs, services, and educational professionals; (4) Coordinating efforts to develop a highly-qualified, stable, and diverse workforce; (5) Developing standards of accountability to ensure that early learning experiences are high-quality; (6) Collecting, interpreting, and releasing state early learning data; (7) Recommending the appropriate proportion of state funds to be distributed to programs and services across the early learning system; and (8) Consulting with community groups, including statewide
organizations involved in early learning professional development, policy and advocacy, and early childhood programs. Transfers the state head start state collaboration office from the department of human services to the executive office on early learning.

Establishes the early learning advisory board to replace the early learning council, and repeals provisions related to the early learning council. Establishes the membership and responsibilities of the early learning advisory board. Transfers administration of the pre-plus program to expand access to affordable and high-quality early childhood education for low-income children from the department to the executive office on early learning. Makes provisions regarding charter school occupancy of vacant school facilities also applicable to pre-plus programs seeking facilities. Requires the executive office on early learning, no later than 20 days before the convening of the 2013 regular session, to suhmit a report to the legislature on the status of an implementation plan for the development of the early learning system, including a timeline of the implementation plan and projected funding needs, with a focus on targeting four-year-old children.

Allows teacher and educational officer Hawaii Teacher Standards Board (HTSB) members to continue to serve out up to three consecutive three-year terms even if they retire during a term. Adds certain powers and duties to HTSB, including (1) developing criteria for a full career and technical education license, limited to career and technical education teaching assignments, allowing qualified individuals with at least an associate's degree, pedagogy coursework, industry experience, and content expertise to teach and (2) establishing policies and procedures for approving alternative pathways to teaching. Adds timely payment of fees to the requirements for license renewal. Extends the term of the renewable advanced license from five to ten years. Directs the department of education, with the board of education and office of the governor, and in consultation with representatives of the affected collective bargaining units, to submit to the legislature before the convening of the regular sessions of 2013 through 2018, a report on its progress and efforts to meet certain requirements related to length of the school year. Moves the requirement that the department submit a plan for extending the school year from 2012 to 2015. Provides that the plan must be for increasing the instructional day to 190 days beginning with the 2018-19 school year, rather than 2015-16 school year, as previously required.

Directs the department of education to re-examine what constitutes student instructional hours, determine current levels of student instructional hours at each school, and assess the ability of all schools to comply with the requirements of certain statutory requirements, and report such findings to the legislature by September 2011.

Directs the office to develop a standardized method for charter schools to report expenditures and to determine which expenditures are for operational vs. instructional purposes. Provides that if any charter school fails to meet these reporting requirements, the office may retain a portion of that charter school's per-pupil allocation. Requires per-pupil allocation checks paid by the charter school administrative office to individual charter schools to be co-signed by the executive director of the charter school administrative office and an agent of the charter school review panel to encourage more intentional and well-informed financial decision-making. Increases the number of new start-up charter schools that may be authorized. Requires the department of education to make available vacant school facilities or portions of school facilities for use by charter schools, provided that the department may elect to use the facilities to support public education programs with preference given to instructional uses over administrative uses. Requires the department to notify the charter school review panel of the possibie availability of a public school as early as possible. Establishes a process for the selection of a charter school to use the vacant school facility. Provides circumstances under which the department must consider making all or portions of the school available for other educational purposes. Authorizes the board to adopt, amend, repeal or suspend the policies and standards of the board. Authorizes the board to grant additional licensing extensions through June 30, 2010. Makes permanent the board's authority to temporarily suspend its rules in extenuating circumstances. Makes permanent the board's authority to amend licensing-related fees and set or amend other charges related to the performance of its duties. Beginning July 1, 2009, requires the board, department of education and charter school administrative office to implement interim policies and procedures for the mutual sharing of data necessary for licensing and verifying the status of teachers, including criminal background checks; employment status and work sites; license test information; license validity, fields, and levels; and academic transcripts and program completion information.

Provides background on 2008 Senate Concurrent Resolution No. 83, S.D. 1, which requested the auditor to conduct a study on the appropriate accountability structure for the Hawaii teacher standards board, and to report the findings and recommendations to the 2009 legislature, which the auditor did in February 2009. Directs the legislative reference bureau to review the findings of the auditor's report and make recommendations, including proposed legislation, regarding whether there is a need for oversight of the Hawaii teacher standards board, and how oversight is provided for similar boards; and how to strengthen and clarify interagency roles, responsibilities and relationships between the board, department of education and teacher education coordinating committee.
Directs the legislative reference bureau to submit its findings and recommendations, including all proposed legislation and budget requests, to the legislature no later than twenty days prior to the convening of the regular session of 2010.

Directs the dean of the University of Hawaii at Manoa college of education to convene a working group to review and make recommendations to address:
     (1)  Licensing rules and their impact on teacher workforce needs in Hawaii
     (2)  Relicensing and tiered licensing options to ensure effective teachers and continuing development of teachers
     (3)  Streamlining processes for reviewing out-of-state and military applicants for licensure
     (4)  Alignment of licensing standards and requirements with the federal No Child Left Behind Act
     (5)  Teacher preparation program alignment with national standards and the role of national accreditation of teacher preparation programs in Hawaii
     (6)  The role of higher education institutions in assisting teachers in achieving National Board certification.
Specifies the membership of the working group. Provides the working group will cease to exist on June 30, 2010. Directs the dean to submit the findings and recommendations of the working group, including any proposed legislation and budget requests, to the legislature no later than 20 days prior to the convening of the regular session of 2010.

Directs the Hawaii teacher standards board to review the findings of the auditor's report, and to make recommendations for policy and procedural changes needed to refocus and support the purpose of the Hawaii teacher standards board. Directs the board to consider, at a minimum:
     (1)  Procedures to streamline the appeals process, pursuant to section 302A-807, Hawaii Revised Statutes
     (2)  Amendments to the current licensing fees, if required, to meet the operating costs associated with the Hawaii teacher standards board
     (3)  Requirements for training of licensing and administrative personnel to provide increased accessibility and customer service
     (4)  Procedures to improve the coordination of the interim policies and procedures related to the creation of a data interface network consisting of teacher education institutions and the department of education to support the free interchange of information valuable to all of the participating organizations
     (5)  Recommendations as to whether the board may be authorized to request attendance of a deputy attorney general at the meetings of the board.

Establishes an early learning council to develop and administer the state's early learning system.

Establishes the keiki first steps grant program, to be developed by the council and administered by the department of human services. Provides that the program will increase high-quality early learning opportunities through the awarding of grants to publicly- or privately-run (1) center-based programs for three- and four-year-olds and (2) family child care programs, family-child interaction learning programs, and other early learning programs and services regardless of the age of children served. Establishes certain criteria for standards of quality that grantee programs must meet. Authorizes the department of human services to offer technical support to, and be responsible for monitoring to ensure the accountability of programs and services within the keiki first steps grant program, according to the standards developed by the council.

Establishes the keiki first steps trust fund to be administered by the early learning council, into which all moneys received by the council will be deposited.

Repeals Sections 302A-409 and -410 on the department plan for quality voluntary early education.

Establishes the pre-plus program to expand access to affordable and high-quality early childhood education for three- to four-year-olds from low-income families, by allowing preschool programs to be established on public school campuses through public-private partnerships. Directs the department of human services and the department of education to work together to develop pre-plus classrooms on department of education campuses statewide, including conversion charter school campuses. Directs the two departments to coordinate site selection for additional pre-plus programs at public school sites, with priority given to public school sites that serve at-risk children, including sites located in areas with limited access to early learning programs and services.

Directs the department of education to submit an annual report to the legislature and the early learning council prior to the convening of each regular session on the number of classrooms that would be suitable for programs and services in the early learning system, and the cost of renovating these classrooms to meet the standards of programs and services in the early learning system.

Increases accountability by requiring the Hawaii Teacher Standards Board annual report on board operations to the governor and legislature to include information on income and expenditures. Also requires the board to submit to the governor and legislature a summary report with data from the previous five years of the Hawaii teacher standards board's accomplishment of objectives, efforts to improve or maintain teacher quality, and efforts to keep its operations responsive and efficient.

Specifies that the 2008 data must provide a baseline and must include at least the following baseline data for the past five years by program, department, campus, and university:
(1) The number of full-time equivalent students
(2) The number of students who have transferred to other institutions of higher education within the University of Hawaii system
(3) The number of students who have graduated
(4) The number of full-time equivalent faculty
(5) The number of openings in major workforce shortage areas, including teaching, nursing, and technology, as data are available through the department of labor and industrial relations or similar sources
(6) The number of graduates filling job openings in major workforce shortage areas, as data are available.

Provides that, beginning in 2009, the incentive and performance report and plan must continue to provide the quantitative data, as well as a qualitative data analysis of the success of efforts to enroll, transfer and graduate students, and how this objective matches the university's strategic plan and the state's workforce needs. Specifies that the allocation of up to 2% of incentive and performance funds must be based on these results. Requires the University of Hawaii to include measurable goals and performance data in its strategic plan.

Requires the annual incentive and performance report to describe the success of previous incentive and performance plans by analyzing the outcome performance measures in relation to plan goals. Provides that the report must also propose the following year's incentive and performance plan, including identifying the goals, performance outcome measures, and sources of funding, which may include new general fund appropriations, reallocated existing general fund appropriations, and other sources of funding available to the university. 

Establishes a task force to assist the university in developing a budgetary system that includes an equitable, consistent and responsive funding formula for the distribution of fiscal resources to the various campuses. Requires the task force to submit to the president of the University of Hawaii, for the president's approval, a report of its progress, and any findings and recommendations, including:
(1) Information as to how full-time equivalent enrollment, historical enrollment growth, future enrollment growth, enrollment mix and similar factors should be linked to funding, through formula funding, base funding, incentive funding or any other methodology
(2) The consultant's analysis and expert opinion as to the methodology to be employed and as to whether campuses are underfunded or overfunded, based upon past enrollment growth, current enrollment, enrollment mix, funding and other factors
(3) The consultant's recommendations as to the amount of adjustments to the campus base budgets that are needed to compensate for shortfalls in prior years and how those adjustments should be accomplished
(4) A target date for the completion of a funding formula together with any proposed legislation to establish and implement the funding formula.

(2) Submit its findings and recommendations to the legislature on the planned junior kindergarten curricula, successful models, and assessments to be used in the placement and movement of students between junior kindergarten, kindergarten, and first grade, as well as facilities to be used for junior kindergarten.

Establishes in statute the pre-plus program, which was created as a private-public initiative in 2002. Directs the department of education and the department of human services to develop suitable pre-plus classrooms on department campuses statewide for early childhood education programs serving children ages 3-5. Directs the department to coordinate site selection for public school sites, giving first priority to sites that serve predominantly students who are low-income or with special needs who require full-inclusion opportunities, or schools in restructuring under the federal No Child Left Behind Act.

Directs the department to submit an annual report to the legislature on the number of classrooms that would be suitable for early childhood education programs and the cost of renovating these classrooms to meet early childhood education standards.      (6)  Based upon the potential number of children to be served, derive resource and cost projections to implement services; and
     (7)  Conduct a needs assessment of families focusing on their experiences transitioning out of Part C programs, as well as transitioning into Part B programs.

(1)  Project the length of time required to develop the necessary resource pool to serve the targeted population;

Directs the department of education to consult with the department of agriculture and the University of Hawaii's college of tropical agriculture and human resources and college of education in the development and implementation of the agriculture education program.

Establishes the Hawaii excellence through science and technology academy pilot program to be administered by Kauai community college, in partnership with the department of education, at two public schools.  Provides the purpose of the pilot program is to establish science, technology, engineering, and mathematics academies, which may include an applied learning focus, at the public schools and to add resources and support to the department of education to increase the readiness and motivation of Hawaii high school graduates to pursue post-secondary training and career options in science, technology, engineering, and mathematics disciplines.

Directs the department to submit annual progress reports to the legislature no later than 20 days prior to the convening of the 2007, 2008 and 2009 regular sessions. Requires these progress reports to include information on the process of aligning course materials for all grades with Hawaii content and performance standards and federal educational standards, and on any vendor selected to provide its software program or programs to assist in course material alignment.

Also requires the department to submit a second annual report to the legislature including:
(1) An assessment of the implementation of articulated and aligned standards-based curricula in schools and complexes;
(2) Performance and competency indicators of student achievement for evaluating the implementation of a standards-based curriculum;
(3) A plan for a complex-by-complex development and implementation of a standards-based curriculum;

Requires charter school plans to include a plan for identifying, recruiting, and retaining highly-qualified instructional faculty. Requires a charter school's governance structure to incorporate a conflict of interest policy and a plan for periodic board training. Requires a charter school's plans to include a financial plan based on the most recent fiscal year's per-pupil charter school allocation that demonstrates the ability to meet the financial obligations of one-time start-up costs and ongoing costs such as monthly payrolls, faculty recruitment, professional development, and facilities costs. Amends new century charter school review panel membership to decrease board of education members and add two new members. Allows board of education to deny charter to school recommended by panel and establishes requirements if the board does not approve the charter.

Allows charter school employees full participation in the state systems for retirement, workers' compensation, unemployment insurance, temporary disability insurance, and health benefits. Requires the department to provide its position listings to the charter school administrative office and any interested local school board of any new century charter school, and to facilitate and encourage the movement of instructional personnel between the department and new century charter schools, including limiting probationary status to one year, within specified parameters.

Allows the new century charter schools to propose to the board of education an alternative weighted student formula.

Repeals existing language on evaluating charter schools. Enacts new language requiring the board to adopt guidelines for multi-year evaluations of charter schools that have been chartered for four or more years, or for special evaluations at any time. Provides parameters and procedures for the board to place a charter school on probation and revoke a charter. Expands definition of "organizational viability" for a charter school.

Adds that if, at any time, the board of directors of the nonprofit organization governing a new century conversion charter school votes to discontinue its relationship with the charter school, the charter school may submit an application to the board to continue as a conversion school without the participation of the nonprofit organization.

Creates the Task Force on Charter School Governance to identify and recommend to the legislature revisions to the existing charter school law and to help create an effective framework for overseeing and supporting new and existing charter schools. Sets forth the areas on which the task force must make recommendations and establishes membership. Requires the charter school administrative office to submit a report to the legislature on the task force's progress, findings, and recommendations no later than twenty days prior to the convening of the regular session of 2006.

Ensures more equitable and stable funding for the basic operations of new century charter schools, including: (1) establishing and providing funding for a per pupil allocation funding mechanism; (2) requiring that funds be requested for fringe benefit costs and collective bargaining increases for charter school employee members of collective bargaining units; (3) allowing additional appropriations for workers' compensation benefits; and (4) providing charter schools with access to all federal education funds received by the state. (1) An implementation and financing schedule that begins with services to four-year-old children and proceeds to younger age groups;
(2) Mechanisms to ensure cross-sector and interdepartmental collaboration;
(3) Measures to ensure the continuing professional development of teachers and administrators; and
(4) Provisions for the promotion of the importance of early learning to families, policymakers, and the general public.

Requires the task force to include an interdepartmental resources working group to address the program and workforce development portions of the plan. Directs the working group to develop plans to maximize public and private resources to provide early learning opportunities for all young children in the state. Requires plans to strive to optimize existing government resources. Also identifies mandatory components of the program and workforce development portions of the plan

Establishes membership of the working group and other members of the task force.

Directs the early learning educational task force to submit reports to the governor and legislature as follows:
(1) An interim report of its progress in planning early learning programs for four-year-old children with optimal use of public resources, including any proposed legislation to be submitted no later than twenty days prior to the convening of the 2007 regular session; and
(2) A final report of its progress, findings, and recommendations, including any additional proposed legislation, no later than twenty days prior to the convening of the 2008 regular session.

The purpose of this Act is to: (1) Improve early childhood education by establishing and appropriating funds for a temporary early childhood education task force to develop a framework to increase access to early childhood education, improve the quality of early childhood learning programs, support the professional development of early childhood educators and service providers, educate families about the value of early childhood education, and identify funding mechanisms to appropriately compensate early childhood educators; and
(2) Increase the inventory of available facilities for early childhood education programs by identifying unused public school facilities. The department of education is to identify unused public school facilities for use by early childhood education programs. Suitable empty classrooms, as determined by the department, are to be inventoried for potential use in early childhood education programs. Priority is to be given to facilities on sites with sufficient space for three or more classrooms to be renovated or constructed. Section 1: Establishes need for improvement in teacher recruitment, compensation, support and peer mentoring.

Section 2: Creates a new section establishing the Hawaii teacher cadet program fund, originally a department initiative, as a separate fund of the Hawaii Alliance for Future Teachers, a nonprofit organization. Authorizes the alliance to expend funds to establish partnerships with organizations or private vendors to encourage high school students with teaching potential to consider teaching as a career. Establishes and sets responsibilities for the Hawaii teacher cadet program advisory board.

Section 3: Requires the University of Hawaii to review its admission policies for the college of education.

Section 4: Requires the University of Hawaii to review its college of education's admission standards and consider allowing
incoming freshman to declare education as their major and enable them to graduate within four years.

Section 5: Requires the University of Hawaii to increase the full time equivalent teacher education faculty positions by 5 additional full-time equivalent positions each year until fiscal year 2014-2015, to allow the number of participants who complete the program to increase by one hundred per cent over the year 2004 total.

Section 6: Establishes need to eliminate specified barriers to interest in and entry of the teaching profession.

Section 7-8: Mandates that the department establish policies, procedures, technology, and accountability measures to ensure that newly hired employees receive timely and accurate wages. Establishes an alternate option if the department is unable to pay the total wages due a newly hired employee. Requires the department to establish rules by December 31, 2005 to implement these changes.

Section 9: Requires the department to provide each newly hired teacher with the new teacher orientation handbook to serve as a reference guide and provide the new employees with information on:
(1) Professional development and incentive programs;
(2) License requirements; and
(3) Other useful information to assist new teachers with their familiarity of the department's organization and educational system.

Section 10: Requires the department to establish a standardized statewide teacher induction program for every newly hired teacher. Requires the program to ensure that the new teacher to mentor ratio does not exceed 15:1 and that all mentors are specially skilled and trained to work effectively with newly hired teachers as determined by the department.

Section 11: Establishes legislative intent to improve student achievement by adopting policies that promote teacher quality.

Section 12: Requires the state board to adopt policies to:
(1) Develop a plan for licensing more individuals with practical experience for teaching in vocational/technical programs;
(2) Develop a plan to accept teachers from any state as long as they have completed state-approved teacher education programs and pass relevant Hawaii teacher examinations or their equivalent;
(3) Clarify the requirements, on a state-by-state basis, for out-of-state licensed teachers to obtain a license in Hawaii;
(4) Develop a plan to facilitate licensing for those who intend to teach in Hawaii immersion programs, the island of Niihau, or any other extraordinory situation as defined by the superindent or the superintendent's designee; and
(5) Pursue full teacher license reciprocity with the mid-Atlantic states, California, Colorado, Illinois, Michigan, New York, Oregon, and Washington.

Section 13: Requires the Hawaii Teacher Standards Board to submit to the legislature a report of its progress and recommendations regarding its licensing standards and development of its policies before the 2006 regular session.

Section 14: Requires the Hawaii Teacher Standards Board to review alternative licensing requirements to replace the PRAXIS examination requirement. Requires the review of alternative requirements to include to the consideration of requiring a minimum amount of years of teaching experience to replace the PRAXIS examination requirement.

Section 15: Authorizes the conversion of Hawaii teacher standards board's nine temporary positions to nine permanent full-time equivalent positions.
