Governor Janet Napolitano's State of the State Address
Kindergarten
Extend all-day kindergarten so it is available to every child at every school in every community, with a target of 10,000 more students this year.

High school
$10 million to provide one-on-one tutoring for high school juniors who are struggling with the new AIMS high school exit assessment.

Ensure special education students do not have to pass the AIMS (high school exit) test to graduate.

Arizona School Readiness Board will continue its work with both private and no profit sectors to create a quality rating system for childcare centers.

Literacy
Continue to work for early literacy, the early ability to read and write in English. (Businesses paid for a poetry book that went to 80,000 first-graders and another book for 4th graders.)

Teaching Quality
Implement a statewide Master Teacher program to put at least one Master Teacher in each school.

Fix outdated system of professional development.

Finance
Move money for administrative overhead outside of the classroom -- and put it into the classroom, so that the low rates of teacher pay can be addressed.

Higher Education
Direct funding to universities that increase the percentage of students who earn degrees in a reasonable amount of time.

Double the state's investment in student financial aid.

Expand the research and development tax credit for businesses that partner with state universities.
