School Facilities
The study that was commissioned found that there are over $80 million in urgent safe-and-dry type needs for school facilities.Since Arkansas is expected to have some $120 million in surplus, spend cash money that we will have on hand in order that we can address clearly,
effectively and authoritatively those issues that have been identified as critical issues -- the issues that give our children a safe place to go to school and a comfortable place in which to learn.
Three H's
-- health, highways and higher education.
Health
ARKids First program, which was launched in 1997, has helped reduce the rates of uninsured children from 19 percent to 11 percent. Also, the Healthy Arkansas initiative is largely an effort to bring a new focus on the culture of health in Arkansas and to change people's attitudes. Encourage people to to exercise three times a week, refrain from the use of tobacco and maintain a normal body weight so they can extend their lives by some 13 years -- not only the length of life but the quality of life.
Higher Education
Funding: Proposing a formula that would be implemented over a four-year period. A clear, objective funding formula is a must.
Asking for additional bonding authority that will amend Act 683 of 1989 that won't involve new taxes or new revenue. Amending the college bond act of 1989 will free up some $150 million for capital improvements in colleges, freeing up more operating money and hopefully keeping tuition increases lower.
Requesting funds for supplemental requests so Arkansas can become part of the ecorridor. Arkansas is one of the only Southern states that is not connected to the e-corridor, and it's vital to long-term success and development. Also seekiing to provide more research dollars so we can see the incredible economic value that research provides.
Financial Aid
Open financial aid for any student graduating from a high school in Arkansas.
Governance
Strengthen the authority of the Higher Education Coordinating Board to ensure greater levels of accountability.
Transfer/Articulation
Insist that there be agreements among all of our public colleges so a student doesn't spend a year or more in one public college and then seek to transfer and find that his credits won't transfer because of different requirements.
