| Governor Philip N. Bredesen's State of the State Address
Finance
Governor's $25.10 billion budget includes more than $194 million in improvements to education — approximately 30% of new available revenue. The new budget includes $87 million to fully fund Tennessee's Basic Education Program, $41 million to continue increasing teacher pay and $11 million for schools with at-risk students.
Early Childhood Education
As the core of "targeted investments, invest
• $25 million to expand pre-kindergarten and early childhood learning programs.
Professional Development
• $5 million to establish an academy to provide professional development for teachers.
Higher Education
Outlined a fiscal agenda for state colleges and universities that maintains operational budgets at current levels while investing nearly $127 million in capital maintenance and construction — including more than $82 million for the six highest-priority construction projects identified by the Tennessee Higher Education Commission.
Other fundamental priorities covered in the Governor's budget:
• $94 million to increase pay for state employees, higher education employees and teachers,
largely through a 1% permanent pay raise and 1% one-time bonus. "State employees are the
backbone of state government," Bredesen said. "I want us to get in the habit of making them
a priority every year."
• $20 million to restore state-shared tax funds for local governments that were cut during a
fiscal crisis two years ago. Pledged to restore the final portion of those cuts — $20 million in
shared taxes — in the 2006-07 fiscal year.
Economic Development
• $20 million for job-training and infrastructure investments, including expansion of broadband
access.
Drugs
• $7 million to fight illegal methamphetamine manufacturing and abuse.
