Governor Jennifer Granholm's State of the State Address
Early Learning
Provide new funding to school districts to offer a full day of preschool to serve 26,000 four-year-olds in districts that already provide full-day kindergarten.

Kindergarten
Require all students to attend kindergarten.

School Districts
Provide incentives for school districts to cut costs by consolidating business services at the county or regional level; school district that do not embrace consolidation may face penalties next year.

Finance
Commitment not to slash school funding in the middle of the year and increase the state's investment in education next year.

High School
Require all students to attend school until 18.

High School -- Promising Schools
Open 5 schools this fall that will allow students to earn in five years both a high school diploma and a community college degree specializing in health care, to help fill job vacancies in the health care industry.

Mentoring/Tutoring
Strengthen the Mentor Michigan program to help students get on the pathway to college.

Financial Aid/Scholarships
Continue the Michigan Progmise scholarship, which provides $4,000 for every student to earn a two-year college degree and double the number of college graduates in Michigan.

Finance (Postsecondary)
Increase investment in colleges and universities.

Tuition/Fees
Require colleges and universities to keep tuition and costs affordable.

Curriculum
Make entrepreneurship part of the curriculum in 262 schools, 19 community colleges and 6 universities.

Community Colleges
For the next three years, provide free community college tuition to unemployed workers who want to learn the skillsneeded to fill high-demand jobs.

Economic/Workforce Development
Launch the Michigan Nursing Corps, an initiative to prepare 500 nursing educators to train 3,000 new nurses in 3 years.

Public Involvement
Modeling the Kalamazoo Promise, where private donors have promised free tuition to every young person to attend any public university or community college in Michigan. Esablish Promise Zones to use the promise of higher education to fight poverty and high unemployment by helping distressed communities build public-private partnerships.
