Early Learning
Early childhood scholarship program to provide $4,000 per child for at-risk students to attend a certified kindergarten readiness program of their choice.
Finance
Every district will get a general formula increase of 2% in each of the next two years.
Accountability -- Rewards
The Successful Schools Initiative will make each school eligible to receive an addtional 2% per year as a performance bonus if the school achieves or maintains at least a three-star rating in reading and math on their Minnesota School Report Card.
High School -- Curriculum
Create "3R" (Rigor, Relevance, Results) high schools that must implement riorous and relevant courses for all students, including technical and career courses in high-demand fields and provide access for all students to programs that provide college credit opportunities. These high schools must provide opportunities for students to pursue work-based learning and internships and every student must complete a full year of college while they attend high school.
High School -- Advanced Placement
Addtional funding for more schools to provide AP or IB programming for all students in all grade levels.
STEM
Transform more schools to focus on STEM issues by adopting new and more rigorous math standards. Students will be required to create an individual graduation plan for 8th graders and above that parents sign each year. In addition, require all students to complete four years of a second language in order to graduate from high school.
Technology
Enhance current online learning opportunities as well as remove financial barriers for districts wanting to purchase online course work.
Financial Aid -- Scholarships
High school students who take rigorous college level couses while in high school can earn college credit and receive a scholarship that they will be able to use at any college or university in Minnesota.
Tuition/Fees
Finish a year of college in high school and receive enough money to pay for an average year's tuition and fees at a Minnesota public university regardless of class rank and ACT score.
Finance -- Funding Formulas
Pass proposal requiring 70% of the money spent on education be spent in the classroom.
Economic/Workforce Development
Use of the Minnesota GI Bill for college expenses.
Finance -- Performance Funding
$50 million in performance bonuses for higher education institutions that achieve clearly defined and obtained strategic goals. |  |
