Kindergarten
Commit $50 million to support existing full-day kindergarten pilot program in at-risk schools.
Finance
Invest $60 million to start the Empowerment Pilot program in 100 schools.
Choice
Improve school choice for parents through the Empowerment Pilot program.
Teaching Quality
The Empowerment Pilot program will give prinicipals and teachers the freedom to decide how to teach their own unique populations.
At-risk
Provide $1.7 million in funding for the Nevada National Guard Youth Challenge Program for troubled youth.
Teaching Quality -- Compensation
Create a new system to raise teacher pay by 6%, giving a 2% raise in year one and 4% in year two, which will free up $31 million to cover future pension and health care costs for retired public employees.
Finance -- Bonds
Establish a first-time homebuyer program to support the housing needs of teachers, nurses and other first-time homebuyers through the sale of tax-exempt bonds.
Financial Aid -- Scholarships
Direct an additional $5.6 million from unclaimed property receipts to shore up the Guinn Millenium Scholarship, while streamlining eligiblity standards and with an increased emphasis on nursing, math, science and teaching degress.
Safety/School Discipline
Increase funding for school security and safety.
Economic/Workforce Development
Invest $110 million plus another $47 million in matching funds to create the University of Nevada Health Sciences System, which will centralize over 200 health science programs across eight institutions under one coherent management plan. |  |
