Pre-Kindergarten
Invest $40 million in Arkansas Better Chance program for voluntary pre-school for children whose families earn up to 200% of the poverty level (total funding: $111 million).
Special Education
Increase support for school districts and students with special needs by $19 million.
Parent/Family and Business Involvement
Create partnerships with industry to expand opportunities for parents and guardians to attend parent-teacher conferences and volunteer at their children's schools with paid leave; the state would permit employees one day of paid leave each year to volunteer in their children's school or attend parent-teacher conferences.
Extended Day Programs
Convene a task force of parents, teachers, school administrators, child advocates and the department of education to assess best practices for after-school and summer programs.
Technology
Improve broadband infrastructure and technology equity.
Rural Teacher Mobilization
Build Traveling Teachers program so schools can pool resources to share teachers in specialized subject areas for small and rural schools.
Teaching Quality -- Induction and Mentoring
Upgrade teacher-mentor model.
Teaching Quality -- Compensation
Launch a pilot program for comprehensive alternative pay.
Reading/Literacy
Increase funding for public libraries by $1.7 million.
Financial Aid -- Scholarships
Families who earn less than $25,000 a year will be eligible for a $1,000 state scholarship each year for a maximum of four years.

Pro-rated aid for part-time students.
Community Colleges
Expand Career Pathways initiative from 11 community colleges to all 22.
