| Governor Phil Bredesen's State of the State Address
Early Learning
Provide $25 million to add pre-kindergarten classrooms across the state with the goal of having a classroom available to every child in Tennessee whose parents would like them to attend.
At-risk
Provide $120 million annually to fully fund all costs of at-risk students.
Finance
Provide $27 million annually to fully fund school systems with rapid student growth.
Construction/Facilities
Provide meaningful help with financing school construction and renovation the following approach should generate about $1.1 billion in school construction financing. 1) Pass legislation to establish a statewide bond pool to give individual school districts access to capital at the lowest possible transaction and interest costs. 2) Transfor $100 million from lottery reserves to bond pool for use in enhancing credit.
Curriculum
Ask the state school board and department of education to create a statewide curriculum that is rigorous and aligned to the real demands of higher education and the workforce.
Assessments
Provide resources for all 8th and 10th grade students to take the appropriate ACT test.
Mathematics
Require every high school student to take four years of mathematics.
Health -- Mental Health
Invest in early indentification and treatment of health problems that may hinder schooling.
Community Colleges
fund community college scholarships out of the lottery to offer free tuition for any student who demonstrates a reasonable level of readiness.
Financial Aid/Scholarships
Increase the orginial lottery scholarships to $4,000 annually.
Finance (Postsecondary)
Provide $48 million annually to fully fund the state's contribution to the growth in higher education.
Financial Aid/Scholarships
Review the entire lottery scholarship program to determine whether the state is being too narrow in who qualifies for help and too quick to cancel help when students struggle. |  |
